The primary purpose of this position LEAD HUMAN RESOURCES SPECIALIST, NH-0201-03 is to serve as a Team Leader responsible to their higher-level supervisors/managers for assuring work of the assigned team is carried out by performing a range of planning, coordinating, coaching, facilitating, and related supportive duties and responsibilities.
Duties
Perform technical and administrative team lead duties over employees on a regular and reoccurring basis for 25% or more of the time identifying distributing assigning and balancing workload and tasks amongst employees by skill level proficiency and or occupational specialization making adjustments to accomplish the workload in accordance with established priorities to ensure timely accomplishment of subordinate work assignments.
Consistently exercise independent judgment in directing and assigning work amongst employees by using determinative factors such as team members expertise experience competence workload availability word priorities and team member functional development.
Establish define and implement requirements for the pre employment team to ensure operations align with regulatory requirements through law policies and processes to support goals and mission requirements.
Provide installation level human resource advisory services to management at all levels.
Prepare reports or findings and provide administrative guidance and technical advice to leadership human resource specialist human resource liaisons and functional offices.

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-02, equivalent to the next lower grade GS-11 or equivalent in other pay systems. Specialized experience is experience in assist with assuring the work of coworkers team is carried out by performing a range of planning, coordinating, coaching, facilitating, and related support of duties and responsibilities; independently or assist with researching, developing, and recommending new and innovative corporate policies, practices, and processes for the management of personnel policy and programs; completing or assisting with the directing/overseeing of projects, assignments and performing work assignments and/or studies encompassing Personnel Office and assigned units; had or assisted with program development and oversight in one or more of the following: Staffing, Affirmative Employment and Performance Management.
NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Ability to utilize AoP principles and concepts to lead a team of subordinate personnel through coaching, communication, planning, organizing, and direction to facilitate work assignments.
2. Ability to communicate clearly, concisely, and with technical accuracy, both orally and in writing, lead a team, as well as work in a professional manner with peers, management, contractors, academia, and other agencies.
3. Knowledge of the principles, practices, and techniques used in team building; establishing team performance goals and assessing team progress; and providing effective team training.
4. Knowledge of the principles, theories, techniques, practices, mission, and organizational structure of the specific program and or functional field to support Air Force wide program human resources personnel recruitment and placement administration responsibilities.
5. Knowledge of the laws, regulations, principles, and practices of human resources personnel recruitment and placement program administration.
PHYSICAL DEMANDS
The work is primarily sedentary. May require some walking, standing, bending, carrying and/or lifting of light items such as paper or books. No special physical demands are required to perform the work.
WORK ENVIRONMENT
The work is performed in a typical office setting, requiring the use of normal safety precautions necessary for an office environment. The work area is adequately lighted, heated and ventilated.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
