The primary purpose of this position, HUMAN RESOURCES SPECIALIST (EMPLOYEE RELATIONS) NH-0201-03, is to serve as a senior labor-management relations specialist performing advisory services for the Civilian Personnel Flight (FSC).

Duties

Serve as senior specialist providing assistance, advisement and consultation to wide range of management and supervisory officials at the Installation level with varying missions. Ensure Installation compliance at all levels in accordance with the AFMC/C214 Master Labor Agreement, Local Supplement Agreements and other local policies, etc. Serve as the LMR focal point /subject matter expert for one or more LMR programs or functional areas and/or projects such as, but not limited to, arbitrations, administrative grievances, unfair labor practices, labor management forums, information requests, e-based sites, etc. Compose a variety of documents specific and outside the LMR functional area to include articles for publication in newsletters, briefings, training courses, reports, policy letters, advisories, comments on new supplements/regulations/directives, and local responses to inquiries from Congress, higher headquarters, and other federal agencies.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-02, equivalent to the next lower grade GS-11 or equivalent in other pay systems. Specialized experience is experience in and knowledge of, and skill in applying, the full range of labor relations theories, principles, methods, and techniques sufficient to: conduct systematic studies to develop management interests and respond to union interests at the bargaining table. The issues analyzed typically have a significant impact on production, involve large numbers of employees, involve several interrelated issues, and are potentially of considerable cost to the organization; and represent management in unfair labor practice and representation hearings before the Federal Labor Relations Authority and in impasse proceedings before the Federal Services Impasses Panel; advise negotiating committee members on the interpretation and applicability of arbitration decisions and precedent decisions to local situations; communicate agency wide labor relations policies and procedures to management and staff of the local organization or organizational segments serviced; relate existing precedent to the specific issue in justifying management's views; and serve as the principal spokesperson of a management negotiating committee involved in contract, midterm, or appropriate arrangement negotiations. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. In-depth knowledge of a wide-range of labor management relations concepts, case law, principles, practices, legal and regulatory requirements sufficient to perform detailed analyses to draw conclusions on complex issues, problems and situations in order to advise managers on a wide range of issues. 2. Extensive knowledge of Federal Human Resource Management (HMR) functions, theories and techniques and the basic relationship of various HMR disciplines sufficient to advise management and employees regarding rules, regulations, procedures on their obligations and entitlements. 3. Knowledge of legal research methods, information-gather techniques, and analytical capabilities sufficient to locate, interpret and analyze for applicability and appropriateness, precedent and substantive decisions, and/or legal opinions that various courts and administrative bodies have reached. 4. Knowledge and skill on conflict resolution techniques sufficient to interact in highly-charged, emotional situations which may arise due to delicate or highly contest case matters and determinations. 5. Proficiency in gathering facts and using effective analytical and evaluative methods to accurately assess information to produce legal and sound decisions and advisory services. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
