The primary purpose of this position is: To perform duties as Wing Datalink Network Officer, security advisor, facilities/equipment specialist and Wing Link Unit Manager for the 97 AMW Mission Planning Center (MPC) operations.

Duties

Link Unit Manager is the technical expert/advisor to leadership on operation, maintenance, and equipment configuration of the air datalink architecture. Establishes, develops and maintains effective work relationships. Ground Control Intercept and Surface Air Defense Integration. Datalink Capability Sustainment.

  • This is a Mission-Essential position performing a Mission-Critical-Function which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions.
  • Employee may be required to travel by military/commercial aircraft/vehicle to remote range locations.
  • Work hours may involve uncommon tours of duty including nights, weekends and holidays. May require occasional overnight stays at remote locations and TDYs. Overtime may be required.
  • Background with tactical data link is desired.

Qualifications

Conditions of Employment Continued: This is a Term position NTE 13 MONTHS; the individual selected for this position may be extended without further competition. Current Federal civilian employees may apply for this position using "Reinstatement" eligibility and if selected, a break in service of at least 4 calendar days may be required prior to appointment to this position. The duties of this position meet all requirements as a category 4 designation and shall not be vacated during a national emergency or mobilization without seriously impairing the capability of the parent Federal Agency or office to function effectively. This position must be removed from the Ready Reserve and cannot become a member of the Ready Reserve. (IAW: DoDD 1200.7, "Screening the Ready Reserve,"). This position is a "Key" position. It cannot be vacated during a national emergency or mobilization without impairing the capability of the organization to- function effectively. Unless an alternate can be designated to perform the duties of this position during wartime, the incumbent of this "Key" position must be screened from military recall status. IAW AFMAN 11-116, Wing/Unit Managers will complete the Link 16 Unit Manager (LUM) Course JT-220 offered at the JMTS to obtain a basic level of knowledge and understanding of responsibilities as soon as practical but not later than six months after being appointed. The LUM course is not mandatory if the Wing/Unit Manager has previously attended the Multi-TDL Operations Planners Course, JT-201. Wing/Unit Managers will obtain additional training, when appropriate, based on the proficiency required for the complexity of the TDL environment the member is assigned to manage. If an appointed individual is unable to complete the LUM course within the prescribed time, the unit operations training officer will notify the TDLOMO in writing and provide the unit's plan for completing the training. Training for TDLMs will complete, as a minimum, the JT-102 and the JT-201. In addition, if a Unit Manning Document has been identified for SEI Master of Data Link Employment, TDLM shall complete the JT-310 Advanced JICC Operators Course. If an appointed TDLM is unable to complete the JT-102 and/or the JT-201 course within six months of appointment, the unit operations training officer will notify the TDLOMO in writing and provide the unit's plan for completing the training. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions- Miscellaneous Administration & Program (0301). SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the GS-11 (or higher) grade level or equivalent pay systems (may have been obtained in the federal service, military, or public sector). Examples of specialized experience include Joint Data Network Officer (JDNO) qualified expert knowledgeable of a comprehensive range of Common Operational Picture (COP) and Common Tactical Picture (CTP) concepts, principles, and systems/equipment, including those that have complex technical requirements and require extensive specialized training and experience. Specialized practical and theoretical knowledge of joint services data link systems/equipment for application to difficult and complex situations and problems that have no clear precedent. Ability to research and solve interoperability problems with a wide variety of complex interactions. Extensive knowledge of military command structures at the tactical and operational levels of war. Knowledge of methods and techniques to execute complex MPC CTP architecture spanning the entire Major Range and Test Facility Base (MRTFB) tactical data link Area of Responsibility. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Qualified and knowledgeable of Joint Interface Control Officer (JICO) concepts, principles, and practices of specific systems/equipment. Knowledge of the mission, roles, functions, organizational structures and operations of Joint and Air Force data link capable weapon systems to provide guidance for joint interface control operations. Skill in providing technical advice in the form of oral and written briefings, reports, and recommendations to senior leadership and technicians. Skill in analyzing and interpreting engineering drawings, technical manuals, and technical data; as well as identifying and analyzing complex technical problems and developing innovative solutions. Ability to plan, organize, and direct the functions of an organization and associate organizations, and reprioritize work to meet changing deadlines. Ability to develop and conduct training to ensure proper operation of data link systems/equipment; and communicate well, both orally and in writing; Knowledge of required security and safety regulations, practices, and procedures. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
