Duties

Serves as the Accessions Security and Suitability/Adjudication specialist. Reasonable Accommodation Program Manager -primary installation point of contact for all installation reasonable accommodations Disability Program Advancement: develops and implements special program initiatives to enhance the employment of individuals with disabilities. Ensure Air Force Reasonable Accommodation Procedures will be made available to all employees and applicants for employment in written and acceptable formats that are easy to understand. Prepares and delivers written reports and oral presentations, e.g., teleconferences, briefings, training sessions, consultations, orientations, and discussions with command leadership, supervisors, customers, and coworkers and conducts or leads conferences as representative of the command.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions and Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience include: (1) executing Federal suitability and adjudication employment laws, Executive Orders, philosophy, concepts, principles, methods, practices, programs, and techniques sufficient to accomplish a wide range of complex, interrelated activities; and troubleshoot very difficult problems referred by less experienced specialists; (2) overseeing pre-investigative reviews and referral requirements and adjudicating the suitability of applicants for and appointees to High Risk, Moderate Risk, and Low Risk level positions.; (3) administering federal laws, regulations, and policies that protect individuals with disabilities from discrimination in all employment practices and procedures; be familiar with appointing authorities to hire individuals with disabilities, including Schedule A; (4) evaluating a wide range concepts, principles, methods and techniques of fact-finding, analysis, and resolution of complex problems and the development of concrete action plans to solve of disability and reasonable accommodation problems and make technical recommendations for resolution. OR EDUCATION: Successful completion of a PhD or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. NOTE: You must submit a copy of your transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. Only higher-level graduate education in excess of the first 2 years may be combined with experience. NOTE: You must submit a copy of your transcripts. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of a variety of public laws, Executive orders, and Federal regulations regarding suitability, adjudication, HR affirmative employment, employee management relations, suitability risk level, and personnel. 2. Knowledge of Federal suitability and adjudication employment laws, Executive Orders, philosophy, concepts, principles, methods, practices, programs, and techniques sufficient to accomplish a wide range of complex, interrelated activities: and troubleshoot very difficult problems referred by less experienced specialists. 3. Knowledge of a wide range concepts, principles, methods and techniques of fact-finding, analysis, and resolution of complex problems and the development of concrete action plans to solve of disability and reasonable accommodation problems and make technical recommendations for resolution. 4. Knowledge of conflict resolution techniques sufficient to interact in highly charged, emotional situations which arise due to delicate or highly contested case matters and determinations; communicate with others, both orally and in writing, sufficient to formulate and present arguments, prepare cases documents and gain cooperation from others through tact, courtesy, and diplomacy. 5. Knowledge of federal laws, regulations, and policies that protect individuals with disabilities from discrimination in all employment practices and procedures; be familiar with appointing authorities to hire individuals with disabilities, including Schedule A (29 CFR § 213.3102(u)) and establish effective working relationships with managers, supervisors, specialists, employees, and military members and persons outside of the agency such as community organization representatives. 6. Skill in pre-investigative review and referral requirement and adjudicating the suitability of applicants for and appointees to High Risk, Moderate Risk, and Low Risk level positions; Ability to analyze, plan, adjust and synchronize work efforts/operations of to meet program requirements and objectives within available resources. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
