Duties
Analyzes workforce requirements. Analyzes, develops and implements maintenance hiring plans to ensure optimum utilization of human resources within A-76 budgetary constraints.
Recommends solutions to resources/requirements problems.
Coordinates action to facilitate effective use of unit personnel; assists in resolving issues and problems.
Performs work involving analysis of reports generated by the Palace Compass computer system.
Functions as the overall point of contact concerning civilian personnel issues for aircraft maintenance and provides advisor duties for the Logistics Group Commander.
Supervises a small workforce, assigns, directs, and reviews the work of two (2) Office Automation Clerks engaged in administrative processes for the aircraft maintenance providing information, files management, publication management, mail distribution, TDY orders, PC-III and RESUMIX computer operations, to improve the information flow throughout the maintenance unit.

- May be required to assign personnel to accomplish door guard duties, runner duties and assist in running checklists, answering the phone and passing information on to the maintenance flights
- "This is a Supervisory Position." A 1 year supervisory probationary period is required if applicant selected has not previously met this requirement
Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule, Administrative and Management Positions, Miscellaneous Administration and Program Series 0301
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes knowledge and skill in applying analytical and evaluative techniques to the identification, consideration, and resolution of issues or problems of a procedural or factual nature. The work requires thorough knowledge of workforce requirements sufficient to analyze, develop and implement hiring plans to ensure optimum utilization of human resources within budgetary constraints. Knowledge of the theory and principles of management and organizational structuring including administrative practices and procedures common organizations. Knowledge of administrative regulations and operating procedures plus skill in applying fact-finding and investigative techniques. Skill in conducting briefings/interviews with managers, supervisors and employees to provide and obtain information about workforce requirements.

COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position for this position as long as the computed percentage of the requirements is at least 100% NOTE: You must submit a copy of transcripts.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge and skill to analyze work force requirements and develop plans to ensure workforce is optimally structured within budgetary constraints.
2. General knowledge of civilian personnel programs and processes to coordinate recruitment actions with CPF.
3. Ability to analyze work force problems, develop conclusions, and devise sound solutions. Ability and skill to synthazise information and provide sound advise.
4. Ability to plan, schedule, and take corrective action to meet emergency and regular work load requirements.
5 Ability to interpret policy guidance, Air Force Instructions (AFls), and maintenance terminology. Skill in providing effective oral and written communication
6. Ability to collect, compile and correlate personnel data from a variety of sources. Ability and skill to develop presentations and effectively brief supervisors and managers.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
