This position is part of the Interior Business Center (IBC), Human Resources Directorate (HRD), IBC HRD Security and Drug and Alcohol Testing Div. The incumbent will be responsible for providing support, guidance and assistance in support and administration of the IBC Personnel Security Program.
Duties
Performing the intake and processing of personnel security special project and pre-employment packages to be routed and adjudicated for a pre-employment determination and to establish entry-on-duty.
Initiating and scheduling initial background investigations and reinvestigations for suitability adjudication and/or the granting of a security clearance.
Interpreting and applying security and suitability guidelines, policies and procedures.
Processing employee and contractor Personal Identity Verification (PIV) credentials in accordance with the requirements of publication FIPS-201 and other applicable government directives.
Assisting both Personnel Security Specialists and Supervisory Personnel Security Specialists in the performance of their assigned duties.
Qualifications
At the GS-04 grade level, you must meet one of the following qualifications:
A. General experience. General experience for this position includes progressively responsible clerical, office or other work that indicates the ability to acquire the particular knowledge and skills needed to perform the position being filled. This experience includes but is not limited to providing customer service; maintaining electronic records and data entry in automated systems; utilizing Microsoft Word and Excel; ability to read and interpret general procedural guidelines; preparing documents and emails with proper use of grammar and spelling; resolving problems by clarifying conflicting information;
OR
B. Two years of education above the High School level;
OR
C. An equivalent combination of general experience and education as described above.
At the GS-05 grade level, you must meet one of the following qualifications:
A. One year of specialized experience equivalent to at least the GS-4 level. Specialized experience is that which has equipped the applicant with the competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. Specialized experience for this position includes but is not limited to processing personnel security packages and documents; ability to utilize a variety of automated HR and security systems to complete a variety of assignments; and utilizing general security terminology;
OR
B. A undergraduate degree in any field or four years of education above the high school level. (This education must have been obtained at an accredited business, secretarial or technical school, junior college or university);
OR
C. An equivalent combination of specialized experience and education as described above.
At the GS-06 grade level, you must meet the following qualification:
One year of specialized experience equivalent to at least the GS-5 level. Specialized experience is that which has equipped the applicant with the competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. Specialized experience for this position includes but is not limited to initiating background investigations for suitability and HSPD-12; providing advice or guidance to customers regarding security processes or procedures; utilizing automated personnel security programs/systems daily for input, output analysis; and utilizing e-QIP, NP2 Portal, OPM PIPS/CVS, or other agency specific personnel security tracking systems.
At the GS-07 grade level, you must meet the following qualification:
One year of specialized experience equivalent to at least the GS-6 level. Specialized experience is that which has equipped the applicant with the competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. Specialized experience for this position includes but is not limited to: assisting with enrollment and sponsoring in credentialing systems; troubleshooting issues with automated personnel security systems; and resolving and providing guidance on review of e-QIP and security forms.

TIME-IN-GRADE: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower grade, with few exceptions outlined in 5 CFR 300.603(b).
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). You will receive credit for all qualifying experience, including volunteer experience.
