This position is part of the Interior Business Center (IBC), Human Resources Directorate (HRD), IBC HRD Security and Drug and Alcohol Testing Div. The incumbent will be responsible for administrating all aspects of the program that encompasses the preparation and processing of the BI/PIV paperwork for employees in positions of National Security assigned to IBC or client organizations.

Duties

The incumbent will: Assist in all aspects of the National Security Program that encompasses the preparation and processing of the background investigation paperwork utilizing eQIP and the USAccess system for employees in positions of National Security assigned to IBC or client organizations. They will respond to problems or questions regarding security forms, paperwork, and processes associated with initiating background investigations and will review appropriate eQIP forms and requests for Personnel Security packages submitted for completeness. Apply Department of the Interior, Office of Personnel Management, Defense Counterintelligence and Security Agency and Office of the Director of National Intelligence security standards to ensure the background investigation packages are complete including the OF-8, Position Description and the Position Designation Record (PDR) indicating appropriate sensitivity levels and justification for sensitive positions. Assist and prepare National Security Clearance Grant Letters, input data pertaining to background investigations and National Security clearance information into the appropriate databases and electronic systems and create all electronic security files for positions of National Security. Submit the monthly Continuous Evaluation (CE) report to the DOI, Office of Law Enforcement and Security for all employees occupying sensitive positions. Utilize Datamart (or other applicable report generating systems) to obtain and analyze data to prepare and submit the CE report. Review the National Security Clearance Batch File for accuracy and submit the file to OPM on a monthly basis to ensure National Security Clearances are re-validated in OPM's PIPS/CVS System. Review and complete Adjudicative Worksheet (AWS) for no-issue case files. Completes Adjudicative Worksheets for background investigations rated as Non-Issue, A, B and/or G cases from DCSA and makes an adjudicative recommendation to the Supervisory Personnel Security Specialist or designated trainer/second level reviewer.

Qualifications

At the GS-07 level, you must meet the following qualification: One year of specialized experience equivalent to at least the GS-06 level. Specialized experience is that which has equipped the applicant with the competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. Specialized experience for this position includes but is not limited to: independently determining the level of and initiation of background investigations for National Security designated positions; independently reviewing background investigation paperwork for National Security positions to ensure completed and accurate responses are provided; independently interprets security policies and procedures as well as terminology, processes and procedures related to a National Security program; independently prepares the appropriate documentation and grants National Security Clearances as well as the Continuous Evaluation report and National Security Clearance Batch File Submission for all employees occupying sensitive positions; and has experience in reviewing positions for pre-employment and identifying potential suitability and security issues. Only experience and education obtained by the closing date of this announcement will be considered. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). You will receive credit for all qualifying experience, including volunteer experience.
