This position is located at Departmental Offices, Management CFO - Office of DC Pensions. As a Information Technology Specialist (APPSW), you will report to the Assistant Director, IT Systems Administration and is responsible for managing systems that support complex retirement programs.

Duties

The following are the duties of this position at the GS-14. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.
- Provide expert technical advice to the Director, Assistant Directors, staff, and contractors of the Treasury Department on all aspects of determining and designing complex customized IT applications architecture and analyzing and refining unique system requirements.
- Serve as the principal point of contact for all matters related to the STAR and coordinates closely with staff members at Treasury, contractors, and the Bureau of the Fiscal Service to interpret and apply IT policies and procedures.
- Lead Technical Configuration and Operational Technical Interchange meetings with participants from both Treasury and the District of Columbia and monitors the resolution of Problem Trouble Tickets, Service Requests, Query Requests, and Operational and Maintenance Requirements.
- Serve as IT audit liaison for the annual financial statement audit and coordinates the delivery of audit requests with service providers.
- Facilitate discussion between auditors and IT service providers. Manages resolution of findings such as Notices of Findings and Recommendations.
Qualifications

Specialized experience for the GS-14: Specialized experience is defined as fifty-two (52) weeks of experience at the GS-13 level, or equivalent, that is directly related to the position, and which has equipped the candidate with the particular knowledge, skills, and abilities to successfully perform the duties of the position.
Specialized experience for this position includes:
-Managing the operation, implementation, and maintenance of a Commercial Off The Shelf (COTS) software based IT system; AND
-Coordinating and managing tasks within a dynamic Oracle PaaS (Platform as a Service) or SaaS (Software as a Service) hosted environment where priorities are constantly changing and churn rates are high; AND
-Providing project planning and financial tracking for a formal enterprise project implementing IT solutions; AND
-Establishing relationships, creating presentations and communicating updates to senior leadership.
Specialized experience for the GS-13: Specialized experience is defined as fifty-two (52) weeks of experience at the GS-12 level, or equivalent, that is directly related to the position, and which has equipped the candidate with the particular knowledge, skills, and abilities to successfully perform the duties of the position.
Specialized experience for this position includes:
- Supporting the operation, implementation, and maintenance of a Commercial Off The Shelf (COTS) software based IT system; AND
- Preparing system security policy documents such as Contingency Plans, Configuration Plans, System Security Plan, Plan of Action and Milestones (POAMs), and performing monitoring activities; AND
- Assisting with system assessments, reviews and tests.
The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. In addition to specialized experience, individuals must have IT-related experience demonstrating each of the four competencies listed
