This position is part of the U.S. International Development Finance Corporation (DFC), Office of Information Technology (OIT). As an IT Cybersecurity Specialist (Privacy Officer) you will assist with planning, developing, analyzing, evaluating and administering the agency Privacy Program, to include policy and training development, program oversight, providing guidance on privacy related matters and implementing and assessing privacy activities.

Duties

As an IT Cybersecurity Specialist (Privacy Officer), you will: Serve as an agency privacy subject matter expert and focal point for privacy issues. Provide privacy program advocacy, oversight and guidance for agency offices in alignment with the DFC Privacy Program. Represent the Agency on activities and requirements of the Privacy Act, privacy provisions of the E-Government Act, Intelligence Reform and Terrorism Prevention Act, and related Federal privacy laws, regulations, and policies. Serve as liaison and subject matter expert on agency privacy complaints, issues, and problems to assist and advise agency management, employees, and contractors regarding resolution of problems and privacy related issues. Oversee the development, implementation, maintenance of, and adherence to Agency policies and procedures covering the collection, handling, safeguarding, sharing and disclosure of personally identifiable information in compliance with Federal laws, Agency regulations, and privacy policies. Analyze privacy source information systems, databases, projects, and information collections, conducts reviews, and updates privacy compliance documentation in support of the Agency in accordance with privacy laws, regulations, and policies. Develop and provide privacy training, orientation tools and resources for different levels of employees (and contractors) based on roles and responsibilities, as well as specific needs and skill development. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. 4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. AND ADDITIONAL REQUIREMENT In addition to the Basic Requirement listed above, you must meet the required specialized experience listed below. One year of specialized experience equivalent to the GS-13 grade level in the Federal service that demonstrates your experience in all of the following: 1) Providing privacy program advocacy, oversight and guidance for an organization in accordance with privacy laws, regulations and policies. 2) Analyzing privacy source information systems, databases, projects, and information collections for compliance with privacy laws, regulations and policies. 3) Developing and providing privacy training, orientation tools and resources for different levels of the organization's staff based on roles and responsibilities of the position. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. This announcement may be used to fill similar positions, if additional vacancies occur.
