This position is located on U.S. Department of Agriculture, Office of the Chief Financial Officer (OCFO), ACFO-Financial Policy & Planning (ACFO-FPP), Internal Control Division (ICD).
Incumbent of this position serves as a Supervisory Program Analyst within the OCFO and has wide latitude in the exercise of delegated authorities in addition to providing leadership and oversight for audit liaison, financial controls, and internal control activities for OCFO.
Duties
Provides leadership and staff support for the development and dissemination of agency goals and objectives.
Assess the effectiveness of the agency’s internal control over financial reporting and compliance with financial- related laws and regulations.
Establishes and monitors an effective Enterprise Risk Management (ERM) program to address an agency’s universe of risks.
Interprets comprehensive department, federal, and congressional risk management, internal controls, budgetary and other regulations.
Analyzes, monitors, and tracks workload data throughout the year to identify any variances within the annual budget plan.
Articulates complex and controversial issues at all levels of the Department as well as to other Federal entities, State and local governments and private/public sector organizations
Requirements

- Successful completion of one year probationary period, unless previously served.
- Subject to one year supervisory/managerial probationary period unless prior service is creditable. New USDA supervisors must successfully complete all components of the required training program before the end of their probationary period.

Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience, as defined below.
Specialized Experience:
To qualify for GS-15: Have one year of specialized experience, equivalent to the GS-14 level in Federal Service or equivalent responsibility in the private sector/pay systems equipped you with the particular competencies to successfully perform as an Supervisory Management and Program Analyst: Such experience includes: 1) ) Experience in reviewing audit, budget, financial and risk management reports using agency and federal agency guidance to evaluate and assess the impact to the organization program objectives; 2) Facilitate and monitor the agency's Enterprise Risk Management (ERM) and Management Control Program (MCP) to include interpreting revisions to the Office of Management and Budget (OMB) A-50, audit follow-up analyze audits, make determinations on final actions, monitoring management actions on audits, tracking individual audit recommendations, and report results. and 3) Establishes policy and guidance to ensure that sub-agencies comply with the requirements of Financial Management improvement Act (FMFIA) and Federal Financial Management Improvement Act (FFMIA), and report on material weaknesses, financial system non-conformances in the Agency Financial Report to the Congress and the President.
Time in grade:
Merit Promotion(Current Federal)applicants must meet applicable time-in-grade requirements to be considered eligible. (e.g. one year time-in grade at the GS-14 grade level for consideration for the GS-15 grade level). Time-in-Grade requirements must be met by the closing date of the announcement.
