Duties
This Program Specialist position is located National Resolution Center (NRC), Employee Readiness Division, Human Capital, Transportation Security Administration, Department of Homeland Security (DHS). Duties include but are not limited to:
Serves as the Agency's Point of Contact (POC) for all stakeholders and provides oversight for the implementation of the requirements regarding record keeping, reporting, and resolution of allegations of harassment. Exercises subject matter expertise and leadership in anti-harassment practices by assisting TSA managers, supervisors, and employees in investigating and resolving incidents of harassment in accordance with the Agency's anti-harassment policy, as required by law.
Reviews anti-harassment program objectives regularly to assure work products and processes meet program objectives and policy compliance; develops processes for improvement and evaluates results; plays instrumental role in the development and maintenance of a comprehensive Standard Operating Procedure for program management functions related to program service delivery, including case management objectives and evaluation metrics for efficient and effective handling of anti-harassment incidents, investigations, and outcomes.
Recommends the development and application of quality measures to ensure effective, efficient and timely execution of anti-harassment processes and procedures.
Recommends changes to anti-harassment policies and procedures. Works with other Program Offices to establish best practices in preventing and responding to allegations of workplace harassment.
Qualifications
To qualify for the SV-J Pay Band (equivalent to GS-14), you must have one year of specialized experience at the SV-I or GS-13 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the knowledge, skills and abilities to successfully perform the duties of the position. Specialized experience is defined as:
Experience in applying, concepts, principles, and methods related to the prevention of workplace harassment sufficient to implement an agency-wide program, recommend changes to short/long term goals, and interpret changes to regulations that will impact employees.
Demonstrating principles, laws, regulations, Executive Orders, court decisions, methods, techniques and issues used to investigate allegations of harassment.
Counseling and advising managers and supervisors in properly documenting allegations of harassment, conducting inquiries into alleged harassment, and advising in the resolution of harassment allegations.
Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime.
National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees.
