This position is for DISA White House Communications Agency at Joint Base Anacostia-Bolling, District of Columbia. This is an Excepted Service position and does not confer eligibility to be converted to the Competitive Service. If you are a current Federal Career/Career-Conditional employee, you will be placed on an Excepted appointment under 10 U.S.C. 1599f.
Duties
Formulates budget estimates for multi-year programs, develops in-depth cost-benefit analysis of proposed budgetary and programmatic actions.
Performs independent qualitative and quantitative analysis and resolution of complex financial information related to budget reports, obligations, expenditures, and projections.
Prepares a wide variety of written materials and electronic financial information including special financial reports.
Performs trend and gap analyses, reviews changes in program plans and advises on their effect on financial and budget plan milestones, identifies budget shortfalls, funding priorities and unfunded requirements.
Analyzes and performs reconciliations of financial statements, reports, and allotment ledgers with the related files of unliquidated obligations, unpaid accrued expenditures, contracts and orders outstanding.
Requirements
- Must be a U.S. Citizen.
- This national security position, which may require access to classified information, requires a favorable suitability review and security clearance as a condition of employment. Failure to maintain security eligibility may result in termination.
- Drug Testing Position, subject to pre-employment and random drug testing.
- This position may require occasional TDY travel.
- This is a Top Secret/SCI position with Yankee White.
- Males born after 12-31-59 must be registered or exempt from Selective Service.
- This is a Financial Management Level 2 Certified position. IAW Public Law 112-81 and DoD Policy the incumbent shall comply with the requirements of DoD FM Certification Program.
- This is an Excepted Service position and does not confer eligibility to be converted to the Competitive Service.
- This position has been designated as "Mission Essential." Incumbent will be required to report to work or relocate to a new duty location, within the United States, in times of local/national emergency.
- Employee is subject to recall or call back during off-shift hours, 7 days a week, 24 hours a day, if required by upper management.
- Individuals tentatively selected for drug testing designated positions at the Defense Information Systems Agency will be required to submit to urinalysis for illegal drugs prior to appointment or placement.

In order to qualify for this position, you must meet the requirements described below.
Qualifying Experience:
To qualify at the GG-09, your resume must describe at least one year of experience that demonstrates the competencies necessary for immediate success in the position. Experience refers to any paid or unpaid experience, including volunteer work and Military service, that would be considered equivalent to work normally performed at the next lower grade level in the federal service.
For this position, qualifying experience at the GG-09 is defined as: Experience in reviewing and implementing budgets.
To qualify at the GG-11, your resume must describe at least one year of experience that demonstrates the competencies necessary for immediate success in the position. Experience refers to any paid or unpaid experience, including volunteer work and Military service, that would be considered equivalent to work normally performed at the next lower grade level in the federal service.
For this position, qualifying experience at the GG-11 is defined as: Experience in assisting with developing, formulating, and executing program budgets.
To qualify at the GG-12, your resume must describe at least one year of experience that demonstrates the competencies necessary for immediate success in the position. Experience refers to any paid or unpaid experience, including volunteer work and Military service, that would be considered equivalent to work normally performed at the next lower grade level in the federal service.
For this position, qualifying experience at the GG-12 is defined as: Experience in developing, formulating, and executing program budgets.
Candidates must describe how they meet the qualifying experience and/or selective placement factor(s) within the body of their resume. All qualifications must be met within 30 days after the closing date of this announcement.
Additionally, prior to reporting for duty the selectee must be found eligible for a DoD Top Secret security clearance with access to Special Compartmented Information (SCI) based upon an Single Scope Background Investigation (SSBI), AND be approved for Presidential Support Duty in accordance with Department of Defense Directive 5210.55 (Yankee White - Category II, minimum).

Education
SUBSTITUTION OF EDUCATION FOR EXPERIENCE AT GG-09 LEVEL: Two full years of progressively higher level graduate education, or Master's or equivalent graduate degree such as LL.B. or J.D., may be substituted to meet the experience requirement.
SUBSTITUTION OF EDUCATION FOR EXPERIENCE AT GG-11 LEVEL: Three full years of progressively higher level graduate education or Ph.D. or equivalent doctoral degree
OR 3 full years of progressively higher level graduate education leading to such a degree OR LL.M., if related
There is no substitution of education for the Qualifying Experience at the GG-12 grade level.
