The primary purpose of this position is to provide Senior Budget Analyst management in the development of policies and procedures pertaining to all aspects of planning, programming, budgeting, analysis, formulation, presentation-enactment, and execution for the Air Force Office of Special Investigations Office of Special Projects (AFOSI PJ).
Duties
Performs AFOSI PJ budget formulation. Prepares detailed analysis of annual and/or multi-year budget estimates for AFOSI PJ into a balanced, multi-year budget document/estimate reflecting the needs of AFOSI PJ.
Provides independent senior level financial advice to director/personnel on complex multi-year budget related matters.
Prepares, presents, and applies authoritative concepts and methodologies to establish budgeting policy and guidance during the financial plan/submission, mid-year review, and other AFOSI, DAF or DoD directed meetings/hearings.
Accomplishes budget analysis and execution ensuring AFOSI PJ's accounting targets, reimbursements, obligations, and expenditures are properly documented to meet the command substantive standards and goals.
Performs analytical analysis and provides advice and recommendations regarding substantive changes in cost factors, execution, and policy.

- This position is designated as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program. It is required that the employee refrain from the use of illegal drugs and if requested, submit to urinalysis testing
- Travel by regularly scheduled commercial or military conveyance in accordance with JTR may be required in performance of TDY
- Work may occasionally require travel away from the normal duty station
- This is a Financial Management Level 2 Certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes mastery of the concepts, principles, practices, laws, and regulations that apply to budgeting for substantive national programs and services including expert knowledge of OMB and Congressional laws, regulations, policies, and directives. It requires comprehensive detailed knowledge of the process and procedures, in which budgets are developed, transmitted, presented, examined by OMB, and reviewed by Congress. Detailed knowledge of the financial management and program objectives/processes of the organization's director, OMB and Congress is required.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Comprehensive knowledge of the commonly used OMB, Congressional, DoD, agency, financial management/budget, regulations, precedents, policies, guides, and processes to formulate, justify, and execute the budget for assigned budget accounts.
Skill in the application of analytical methods, techniques, and projections (e.g., regression analysis, cost-benefit analysis, pro-rating revenues/costs among customers) to analyze and evaluate the effects of changes in program plans; funding; and establish long range funding needs.
Ability to quickly gather, assemble, and analyze data to prepare budget estimates, develop alternatives, and make recommendations to senior officials on how to resolve budget/funding problems.
Comprehensive knowledge of Defense Enterprise Accounting Management System (DEAMS) and Microsoft SharePoint, Excel, PowerPoint, and Word software programs. Working knowledge of Investigative Information Management System (I2MS), and other personnel systems.
Working knowledge of multiple disciplines including budgeting, accounting, auditing, cost analysis, finance, and management functions and techniques.
Ability to communicate effectively, both orally and in writing, to justify, defend, and advise management on budgetary processes/actions.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
