The primary purpose of this position is to function as the Chief of the Financial Management and Analysis (FMA) flight with second level supervisory responsibilities and responsibility for the full complement of installation accounting support activities.
Duties
Plans, organizes, and oversees the activities of the Financial Management and Analysis Flight.
Exercises supervisory personnel management responsibilities.
Represents the 502d Civil Engineer Group with a variety of installation and functional area organizations.
Responsible for integrity and accuracy of accounting database, performs oversight of systems management and administration, and utilizes available financial systems and other software tools to produce and analyze accounting and budgeting data.
Conducts managerial and financial reporting of the accounting and budget posture of the Wing.

- This is a Financial Management Level 2 Certified position IAW the National Defense Authorization Act (NDAA) 2012. Public Law 112-81, Subtitle F-Financial Management, Section 1599d
- This is a Mission Essential (ME) position performing a Mission Critical Function (MCF) which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions
- Must be able to obtain and maintain a Secret Security Clearance

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes exercising management controls over the installation's financial resources and in planning assignments and in determining and executing financial management matters and actions. The employee performs technical and management decisions and recommendations that are considered authoritative. Work involves direct technical and administrative direction and provides oversight of related financial services for the joint base's financial resources and provides advice to leadership concerning the most efficient means of obtaining, scheduling, and distributing funds among the complex joint base installation wing, partners, and tenants.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of the application of DoD, Air Force, MAJCOM, AFIMSC, and installation accounting, budgetary and financial methods, practices, procedures, regulations, policies, and processes, which support the analysis and administration of the accounting and budget programs; AND Knowledge of safety and security regulations, practices, and procedures.
Ability to plan, organize, and direct the functions and mentor, motivate, and appraise the staff of an organization through subordinate supervisors.
Ability to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources.
Ability to communicate both orally and in writing.
Knowledge and skill in formulating, justifying, and/or analyzing financial programs and requirements. Ability to communicate both orally and in writing, to justify, defend, present, advocate, and/or advise on financial processes, actions, and decisions.
Skill in interpreting accounting financial indicators (and metrics), determining root cause, and implementing corrective processes/procedures to improve accounting financial indicators in the future.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
