You will serve as a Supervisory Environmental Protection Specialist as the Environmental Planning and Acquisition Oversight Branch Head, of the Environmental Management and Policy Department (SEA 09E) of NAVSEA HQ FIELD SUPPORT.

Duties

You will serve as subject matter expert on environmental regulations including National Environmental Policy Act, Endangered Species Act, Marine Mammal Protection Act, Clean Water Act, Clean Air Act, Hazardous Material Control. You will serve as technical expert and provide authoritative advice and guidance to senior officials within and outside the command on complex, controversial, highly visible and politically sensitive environmental issues relevant to the command. You will maintain effective liaison with counterpart and senior level authority environmental organizations. You will review and recommend changes to environmental laws, rules, regulations and policy; and serve as the NAVSEA representative on environmental boards, committees, and panels. You will develop and approve Environmental Assessments (EA), Environmental Impact Statements (EIS) and Categorical Exclusions (CATEX). You will lead the team for the NAVSEA portion of the Navy's At-Sea program, including coordination with NAVSEA field activities. You will manage branch personnel, develop work assignments, task and priorities, and assesses team member performance.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the next lower pay band NH-03 (or GS-13 equivalent) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Providing oversight for the development and implementation of policies and procedures for environmental programs by conducting audits, assessments or inspections to ensure compliance with environmental rules, regulations and laws.
