You will serve as an ENVIRONMENTAL PROTECTION SPECIALIST in the ENVIRONMENTAL MANAGEMENT AND POLICY DIVISION of NAVSEA HQ FIELD SUPPORT. You will be responsible for developing environmental policy, guidance and documents to ensure that NAVSEA complies with all applicable environmental laws, regulations, Executive Orders and Department of Navy/Department of Defense policy and provide oversight and support to associated field activities and PEOs.

Duties

You will serve as the NAVSEA Enterprise Environmental Compliance Review (ECR) and Environmental Management Systems (EMS) Program Manager, managing the inspection and assessment of NAVSEA’s Field Activities. You will develop, implement, and maintain an environmental data management, audit and Compliance Inspection system that aids in the early detection of management, legal, and technical environmental compliance problems. You will act as the NAVSEA authority and advocate for effective and efficient technical and management solutions for environmental quality control operations, industrial process modifications and improvements from NAVSEA’s command inspection program. You will develop and use metrics to assess the effectiveness of the NAVSEA environmental compliance program. You will coordinate environmental program guidelines and policy with NAVSEA Warfare Centers, Shipyards, RMCs, SUPSHUPS, PEOs, NAVSEA acquisition programs and management directorates and cognizant engineering codes. You will develop resolutions to conflicts in environmental policy, regulatory, operational and legal issues concerning the application of environmental laws, rules, regulations, and policy within the NAVSEA Enterprise. You will serve as a recognized authority of a functional area pertaining to environmental policy, regulatory, operational and legal issues concerning the application of environmental laws, rules, regulations, and policy within the NAVSEA Enterprise. You will develop, implement and manage the execution of comprehensive mission-related environmental programs for the NAVSEA Enterprise. You will serve as subject matter expert on environmental regulations including National Environmental Policy Act; Endangered Species Act; Marine Mammal Protection Act; Clean Air Act; Clean Water Act. You will serve as subject matter expert on environmental regulations including Hazardous Material Control and Management Program; Consolidated Hazardous Material Re-utilization and Inventory Management Program. You will serve as subject matter expert on environmental regulations such as, Low Level Radioactive Waste/Mixed Waste Program; Resource Conservation and Recovery Act; Emergency Planning and Community Right-to-Know Act. You will serve as subject matter expert on environmental regulations Pollution Prevention Act; Toxic Substance Control Act; Solid Waste Management; or Water, Wastewater and Storm Water Programs. You will function as a NAVSEA corporate point of contact with internal and external organizations. You will execute NAVSEA environmental oversight, planning and advocacy roles. You will review and recommend changes to environmental laws, rules, regulations and policy; and serves as the NAVSEA representative on environmental boards, committees, and panels.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the pay band NH-03 (GS-13) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: developing policies and procedures for environmental programs by conducting inspections and assessments to ensure compliance with local, state and federal environmental rules, regulations and laws.
