This position is part of the Department of Defense Civilian Acquisition Workforce Personnel Demonstration Project. The NH-4 broadband level encompasses positions equivalent to GS-14 and GS-15. You will serve as an Environmental Protection Specialist in the Safety and Regulatory Compliance Directorate, Environmental Management and Policy Department, (SEA 09E) of Naval Sea Systems Command (NAVSEA) Headquarters.

Duties

You will serve as subject matter expert and senior advisor on environmental planning and compliance requirements to senior level leadership and managers across the NAVSEA Enterprise, Department of Navy, and other Department of Defense commands. You will develop, implement, and manage the execution of environmental programs to ensure corporate NAVSEA (the Enterprise) is compliant with all applicable federal laws, regulations, Executive Orders and DoD/DON policies. You will review environmental planning documents (e.g., Environmental Assessments (EAs), Environmental Impact Statements (EISs), and Overseas EAs and EISs for technical sufficiency and compliance. You will assess the environmental impacts of NAVSEA activities in the marine environment to determine compliance with environmental laws and regulations and potential risks to mission requirements. You will review and recommend changes to environmental laws, regulations, and policy; and serve as the NAVSEA representative on environmental boards, committees, and panels. You will develop environmental policy, guidance, and documents to ensure that NAVSEA complies with all applicable environmental laws, regulations, Executive Orders, and DON/DoD policy.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the NH-3 broadband level (GS-13 equivalency) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Applying a mastery of environmental protection principles to ensure an organization's compliance with local, state and federal environmental laws, rules and regulations. Examples of qualifying experience may include (1) knowledge or experience in environmental planning under the National Environmental Policy Act (NEPA), and compliance with the environmental planning aspects of other related federal laws, regulations, and Executive Orders; (2) knowledge or experience in the development or review of Environmental Impact Statements, Environmental Assessments, and Records of Categorical Exclusion; (3) experience working with, or knowledge of, environmental planning stakeholders and customers in Navy or other DoD commands; (4) knowledge or experience in leading teams and projects in the area of environmental planning and related compliance programs.
