Duties

You will function as advisor to the Mission Support Director as subject matter expert (SME) for Portfolio Management and IT Governance. You will work manage programming process to optimize oversight and analyses in support of MSC N6 Support Plan working with Program and Project managers to prioritize requirements, align initiatives and activities and confirm fiscal planning. You will assist Mission Support Director with IT Portfolio Management by collaborating with internal and external higher-level authorities such as other MSC directorates and N-Codes, NAVYCYBERFOR, Fleet Forces Command and USTRANSCOM. You will lead LOGWIP, POM and N6 Support Plan initiatives for N6: coordinate, analyze and prepare briefings, issue papers, and fielding plans for final submission to N6 Command IO and higher-level review. You will engage and collaborate with MSC’s USTRANSCOM liaison to identify and align project/program resources needs and plans to execute allocated resources in support of BES/MAM initiatives. You will perform in the capacity as IT Governance Lead to ensure all requirements within each portfolio have been validated and approved through the governance process.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required.
  • Cyberspace Workforce position, work role code 804 – IT Investment/Portfolio proficiency level Advanced the incumbent is required to obtain and maintain qualifications in DoDM 8140.03 Cyber Workforce Qualification and Department of Navy policies.
  • Must obtain the required credentials within 12 months of appointment and maintain those credentials as described in SECNAV M-5239.2.
  • Must participate in a continuous learning (CL) program as described in SECNAVINST 5239.20A and SECNAV M-5239.2.
  • You will be required to participate in continuous learning. An annual 20 hour minimum of Cyber Workforce related continuous learning must be documented in a current individual development plan signed by both the employee and supervisor.
  • Credentials as described in SECNAV M-5239.2. for the DCWF role 804 - IT Investment/Portfolio, at the proficiency level of advanced.

Qualifications

For GS-13: Your resume must demonstrate one year of information technology related experience in the federal service or private or public sector demonstrating the following four competencies, as defined: 1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. IT-related experience demonstrating this competency include: overseeing the implementation of programming specifications by monitoring program design, coding and debugging performed by contractors. 2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. IT-related experience demonstrating this competency include: determining customer requirements and assisting customers by recognizing and analyzing trends by providing instruction and orientation .3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. IT-related experience demonstrating this competency include: contacting customers at the Help Desk Level that may include those who are skeptical or uncooperative, skilled in communication to relay instructions and represent the team in meetings within the organization. 4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. IT-related experience demonstrating this competency include: analyzing the types, frequency and solutions necessary to correct problems and improve help desk operational procedures. In addition to experience demonstrating the four competencies above For GS-13: Your resume must demonstrate one year of specialized experience equivalent to the next lower grade level (GS-12) or pay band in the federal service or equivalent experience in the private or public sector: Applicant's resume must demonstrate the following specialized experience: Experience establishing resource requirements to develop financial plans, briefing and reporting to management and high-level authorities on the status of the IT budget and the financial aspects of specific IT projects. Experience applying capital planning and investment regulations or standards (i.e. Clinger-Cohen, GPRA) to develop IT resource management guidance. Experience justifying budget expenditures and the financial aspects of IT project proposals. Experience formulating and applying cost-benefit analysis principles and methods to provide advice and/or guidance on complex IT resource issues. Experience providing oversight of the resource management aspects of IT projects to provide financial status reports. Experience applying IT resource management methods and/or practices to evaluate the impact on organization missions, goals, IT architecture plans, programs, or business processes.
