The incumbent of this position is an IT Specialist (System Analyst) located within Program Management Office (PMO),Integrated Testing for the Department of Veterans Affairs (VA) Office of Electronic Health Record Modernization (EHRM-IO), within the Office of the Deputy Secretary of VA (DEPSECVA). The incumbent supports test environments and procedures required for the production deployment of a new Electronic Health Record (EHR) system.
Duties
Plans, schedules, executes, monitors, and reports on various efforts that design, engineer, and operate test environments.
Conduct scheduling, test software product solutions or efforts related to the creation and operation of organizational capabilities.
Manages matrix-based teams that may include resources from multiple organizational components.
Interprets VA policy and policies from external agencies to develop strategies and plans for the delivery of test services.
Collaborates with VA offices, staff, vendors, contractors, and others in government and industry to coordinate test environments.

For the GS-13: To meet the basic requirements for the Information Technology (IT) Management Series 2210, you must possess experience:
Experience: Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate. For all positions, individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled.
Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.

Selective Placement Factor - The Selective Placement Factor (SPF) for this position is demonstrated experience as a Subject Matter Expert (SME) in systems testing and evaluation for complex system integration; planning & evaluating relating to test and evaluation execution; and overall project planning, management, and execution as it relates to testing execution and resolution.
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: ?demonstrated knowledge and experience in IT Project Management and leadership providing leadership and project management oversight of information technology projects in the health care technology industry, integrating dependent schedules and deliverables and managing project dependencies. Ability applying risk management processes to identify and mitigate risks and issues across IT projects, in addition to connecting inter-dependencies among stakeholders, identifying conflicting needs, and adjusting stakeholder strategies as appropriate to address areas of agreement and/or areas of conflict.
