This position is located in the Bureau of the Comptroller and Global Financial Services, Office of Emergencies in the Diplomatic and Consular Service (CGFS/EDCS). EDCS is unique in that it serves as the Under Secretary for Management’s coordination and communication mechanism concerning management, distribution, policy, and accountability of the Department’s EDCS Appropriation and Gift Fund.
Duties
Responsible for the Domestic Representation user offices and bureaus across the Department; compiling and analyzing department wide expenditures to produce the un-classified and classified quarterly EDCS Congressional report and posts’ evacuation.
Leads the Domestic Representation and evacuation teams, builds effective rapport with functional and regional bureaus, compiles, updates and disseminates the post status reports to Crisis Management Officers.
Overall Gift Fund Coordinator, directing the management, policy, solicitation, acceptance, and allotment of gift funds to program offices for foreign affairs activities and projects funded by donations of cash , goods, or services.
Represents the Office and the Director at internal and external meetings , briefings and conferences related to Domestic Representation and Evacuation subjects and associated policies, processes, procedures, and requirements.

- Must be able to obtain and maintain a Top Secret security clearance.

Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Applicants must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
Experience reviewing and analyzing gift fund solicitation programs.
Experience working with crisis management actors to identify crisis planning opportunities.
Experience providing policy guidance as it relates to gifts.
There is no substitute of education for specialized experience for the GS-13 position.
