This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
Duties
Formulate and revise the annual budget estimates for OMAR and OMA appropriations for both direct and reimbursable base and mission support of supported activities.
Research, compile, and summarize data concerning personnel salaries and expenses.
Monitor and track obligations and expenditures for base and mission support functions throughout the execution phase of the annual operating budget.
Checks the accuracy, adequacy and completeness of budget justifications submitted in support of budget estimates.
Prepare data summaries for inclusion in routine and special reports on budgetary matters.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a T1 (NACI) security clearance or access for the duration of employment. A background investigation and credit check are required.
- Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315. While probationary the incumbent can be terminated with limited appeal rights.
- This position requires to obtain Financial Management Certification Level 2 within 24 months of hiring date.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience equivalent to at least the GS-07 grade level in the Federal service which includes: 1) Reviewing changes in budgetary policies for compliance with instructions and procedures; 2) Determining entries required for reports to reflect budgetary transactions; and 3) Contacting personnel staff and activities made to exchange information about the budgets and programs of serviced organizations.

Education: Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as finance and accounting.

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
