About the Position: This position is with the Defense Health Agency, Naval Hospital, Directorate of Resource Management, Agana Heights, Guam.
Incumbent serves as a Medical Expense and Performance Reporting System Technician responsible for a variety of duties associated with budget, accounting, manpower, and productivity data.

Duties
Prepare a variety budget, manpower, and accounting cost management reports for a Medical Treatment Facility.
Analyze data for accuracy, discrepancies, and trends to identify potential errors.
Proposes adjustments in data collection and reporting procedures to improve accuracy of data.
Prepares guides for data reporting in accordance with reporting regulations or directives.
Perform work center visits to ensure that source data is recorded appropriately and to determine if personnel utilization is reported in accordance with applicable regulations.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
- You will be required to provide proof of U.S. Citizenship.
- Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
- This position has a mandatory seasonal influenza vaccination requirement and is subject to annual vaccination.
- Required to be screened for and obtain necessary immunizations/vaccinations (hepatitis, influenza, etc.), unless exempted by a licensed physician.
- Male applicants born after December 31, 1959 must complete a Pre-Employment Certification Statement for Selective Service Registration.
- This position has a TDY or business travel requirement of 5% of the time to various locations. This may require travel on military aircraft, ships, and vehicles.
- THIS IS A FINANCIAL MANAGEMENT Level 1 Certified position. Incumbent is required to comply with Department of Defense requirements of this certification program. Failure to obtain within the required time may subject the incumbent to adverse action.

In order to qualify, you must meet the education or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). Specialized Experience: One year of specialized experience which includes utilizing automated office systems to prepare financial or manpower reports, auditing financial data to identify discrepancies or trends, and assisting in analyzing financial or manpower data to recommend improvements. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-06).

Education: One full year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as Business Administration, Accounting, or Finance.

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) by 18. Add the two percentages.
