About the Position: This position is with the Defense Health Agency, Naval Hospital, Directorate of Resource Management, Agana Heights, Guam. Incumbent serves as a Financial Technician for the Defense Travel System (DTS). This is a Direct Hire Solicitation

Duties

Serve as the on-site point of contact for the Defense Travel System. Assist staff with travel order preparation and settlement vouchers through the Defense Travel System. Review travel vouchers for accuracy and compliance with regulations. Maintain personnel and funding data in the Defense Travel System database. Provide guidance to staff regarding travel regulations, Government Travel Cards, and other travel-related topics.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • You will be required to provide proof of U.S. Citizenship.
  • Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
  • THIS IS A FINANCIAL MANAGEMENT Level 1 Certified position. Incumbent is required to comply with Department of Defense requirements of this certification program. Failure to obtain within the required time may subject the incumbent to adverse action.
  • This position has a mandatory seasonal influenza vaccination requirement and is subject to annual vaccination.
  • Required to be screened for and obtain necessary immunizations/vaccinations (hepatitis, influenza, etc.), unless exempted by a licensed physician.
  • Male applicants born after December 31, 1959 must complete a Pre-Employment Certification Statement for Selective Service Registration.

Qualifications

Who May Apply: US Citizens In order to qualify, you must meet the education or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document. Specialized Experience: One year of specialized experience which includes utilizing office automation systems, researching guidance, policies, or regulations to ensure compliance, and verifying the accuracy of funding document requests.. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-06). OR Education: One full year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as Business Administration, Accounting, or Finance. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) by 18. Add the two percentages.
