The Program Management Analyst position will report to the Chief of the Enterprise Project Management Branch (EPMB) within the Enterprise Project Services Division (EPSD) in the Department of Technology Services (DTS). The Department of Technology Services (DTS) provides leadership and accountability for the judiciary's national information technology (IT) management, governance, and oversight processes, including IT project planning, acquisitions, and standards.
Duties
The Enterprise Project Management Branch plays a critical role in providing enterprise IT project management subject matter expertise not only to DTS but to other IT Offices within the two departments outside of DTS. EPMB is primarily responsible for the development and update of the Information Technology Management (ITPM) Framework, a framework established for projects in all IT offices. EPMB works project management resources throughout the agency to ensure understanding and compliance to the requirements within the Framework. The Project Management Analyst will assist in enterprise efforts that will promote adherence to the Framework and improve project management practices.
The duties of the position include, but are not limited to:
Leading agency efforts to strengthen project cost estimation practices recommended by GAO Guidelines.
Leading agency efforts to integrate project management risk management practices with the Deputy Director's Compliance and Risk Officer.
Becoming the primary EPMB project management liaison to a Department within the Administrative Office.
Developing an agency-wide project management maturity model and lead the effort to implement recommendations.
Delivering agency instructor-led training on both basic and advanced project management topics.
Qualifications
Applicants must have demonstrated experience as listed below. This requirement is according to the AO Classification, Compensation, and Recruitment Systems which include interpretive guidance and reference to the OPM Operating Manual for Qualification Standards for General Schedule Positions.
Specialized Experience: Applicants must have at least one full year (52 weeks) of specialized experience which is in or directly related to the line of work of this position. Specialized experience is demonstrated experience in ALL of the following:
Cost estimation and risk management;
Increasing enterprise project management maturity;
Adapting current project management standards and guidelines with changing industry best practices;
Effectively mentoring project and Project Management Office (PMO) leadership;
Improving a project's ability to deliver on-time and within budget; and
Improving an organization's ability to provide effective project oversight and governance.
Desired but not required: A Project Management Professional (PMP) Certification.
Education
This position does not require education to qualify. However, a bachelor's degree (BA or BS) from a four-year college or university in business, information technology (IT), or a related field is preferred.
