The primary purpose of this position, MANAGEMENT AND PROGRAM ANALYST, GS-0343-09-11-12 is to provide expertise, support, and direction in analyzing processes to determine resolutions for problems and identify opportunities for new workload. Provides direction and support to the division during Operation Readiness Exercises and Inspections on the Center.

Duties

Develop/review planning and programming documentation. Conduct analysis of depot workload requirements, related to items such as utilization, capacity, inter-servicing, overseas core, Mission Statements, Program Management Directives, Depot Activation, workload transfer, etc. Conduct, participate in or monitors a variety of special study audits, base questionnaires, data calls and various proposals. Provide program oversight and participates in/or establishes local policy and procedures. Incumbent serves as the division Exercise Evaluation Team (EET) lead.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. GS-09 SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes analyzing and evaluating (on a quantitative or qualitative basis) the effectiveness of line program operations in meeting established goals and objectives. OR EDUCATION: I have successfully completed a master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related. NOTE: You must submit a copy of your transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: I have equivalent combinations of successfully completed post 1 full year of graduate level education or superior academic achievement and specialized experience directly related to the work of the position as outlined above that meets the requirements of the position. NOTE: You must submit a copy of your transcripts. GS-11 SPECIALIZED EXPERIANCE: I have, or within 120 days of the closing date of this announcement will have, at least one year of specialized experience which is equivalent to Federal experience at the next lower grade (GS-09) level or equivalent (grade level, pay schedule, pay band, etc.) and is described in detail in my resume. An example of creditable specialized experience includes analyzing management information requirements to develop program or administrative reporting systems including the systems specifications, data gathering and analytical techniques, and systems evaluation methodology. OR EDUCATION: I have successfully completed a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related. NOTE: You must submit a copy of your transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: I have equivalent combinations of successfully completed post master's or equivalent graduate degree, or two full years of progressively higher-level graduate education leading to such a degree, or LL.B. or J.D., if related. specialized experience directly related to the work of the position as outlined above that meets the requirements of the position. NOTE: You must submit a copy of your transcripts. GS-12 SPECIALIZED EXPERIENCE: I have, or within 120 days of the closing date of this announcement will have, at least one year of specialized experience which is equivalent to Federal experience at the next lower grade (GS-11) level or equivalent (grade level, pay schedule, pay band, etc.) and is described in detail in my resume. An example of creditable specialized experience includes evaluating and advising on the organization, methods, and procedures for providing administrative support systems such as records, communications, directives, forms, files, and documentation. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge and skill in applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of program operations. Knowledge of Exercise Evaluation, Overall Readiness Exercise and Inspection requirements. Knowledge of labor standards, controls and reporting procedures. Knowledge of organizational workload requirements, procedures and the substantive nature of operating programs and their inter-relationship. Knowledge of the missions and functional responsibilities of the division and branches, their requirements and logistics processes as they relate to the division. May include relationships with programs at other centers. Ability to gather, assemble and analyze facts, draw conclusions and devise solutions to problems. Ability to analyze current or projected operating programs to evaluate their actual or potential effectiveness in achieving objectives. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Physical Demands: Work is performed in an office environment. Occasional standing, walking, and lifting of light items- less than 24 pounds without assistance, walking and visiting various buildings, including production areas may be required. Work Environment: The work involves everyday risks and discomforts typically associated with office, training room or similar settings. Work areas are adequately heated, lighted and ventilated. Duties may occasionally require access to areas of the industrial/production complex requiring necessary precautions regarding fumes, noise, eye hazards, etc.
