The position will support VHA and OIC's overall system requirement as well as support. Incumbent reports and is accountable to the Director, Systems and Reporting who reports to the OIC Executive Director.

Duties

This job announcement will remain open for 10 business days. The initial application review cut-off for this job announcement is 50 applications. Responsible for leading a range of project management activities which includes initiating, planning, executing, controlling, and closing projects. Build and manage a relationship team to oversee "convergence and strategic partnering" across the organization, including with executive and senior leadership. Serve as the leading representative and SME on change management and adoption, to include stakeholder engagement, communications, and the creation of implementation plans that include all the components of change management such as training, communication, and adoption strategies. Advanced skill and ability in the use of oral and written communications methods and techniques to accomplish continuing coordination, preparation of studies and evaluations, and make presentations. Project management functions may include management of contracting resources, information system security, budget, acquisitions, schedule, communications, scope and quality and for technology projects using the VA SDLC (Scrum, Agile, SAFe Agile, DevOps, Waterfall methodologies) model of planning, analysis, development, implementation, and maintenance working with partners in the VA Office of Information and Technology to accomplish these duties. Organizes plans, directs, controls, coordinates, and supervises subordinates. Reviews the work of assigned staff for content and compliance with office, agency, and government-wide policies, regulations, and procedures. Expert knowledge of VA structure, missions, programs and participating organizational relationships to develop regulations and management techniques/practices that ensure efficient and high- quality management; and to task, integrate, balance, coordinate and monitor the overall effort of functional specialists in accomplishing specific portions of the overall program. Provide tactical direction and support for the collection, development, and refinement of business requirements (epics/sub-epics/user stories) for information technology solutions using interviews, document analysis, iterative reviews, requirements' workshops, surveys, site visits, business process descriptions, use case scenarios, business analysis, task, and workflow analysis. Communicate and collaborate proactively with external and internal customers to analyze information needs and functional requirements, and work with stakeholders and technical teams to deliver the following artifacts including, but are not limited to functional requirements, business requirements documents; use cases; Graphic User Interface (GUI); and screen and interface designs. Other duties as assigned. Supervisory Probationary Period: Applicants selected for this position may be required to serve a one-year supervisory probationary period. Failure to successfully complete the supervisory probationary period will result in the employee being reassigned to a position in the agency of no lower grade and pay than the one the employee left to accept the supervisory or managerial position. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/20/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience Requirement: Have 1 year of specialized experience equivalent to at least GS-13 in the normal line of progression for the occupation which includes, but is not limited to, the following examples? In order to meet the minimum qualifications for this position, you must meet 5 of 7 of the following examples of specialized experience. Lead a range of business relationship and process improvement activities to includes planning, performing, and implementing process improvement initiatives. Communicate with business leadership to evaluate joint initiatives and proposals to see how they align with established roadmaps and business priorities. Provide tactical direction and support for the collection, development, and refinement of business requirements for information technology solutions using interviews, document analysis, iterativereviews and requirements' workshops. Identify, organize and initiate training, change management and adoption, to include stakeholder engagement, communications, and the creation of implementation plans. Organize, plans, directs, controls, coordinates, and supervises subordinates. Apply organizational change management disciplines to creation, use and management of: Communication Plans, Sponsorship Roadmaps, Coaching Plans, Training Plans, Resistance Management Plans data gathering and analysis, best practice research, process, and value mapping. Identify & recommend alternatives for improvement, developing performance metrics, obtaining leadership or stakeholder agreement and conflict resolution. You will be rated on the following Competencies for this position: Communication Leadership Project Management Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work is primarily sedentary: most work is accomplished while seated at a desk or computer.Some standing, bending, carrying, and walking to other locations within the facility are necessary. Travel for site visits, national meetings, or program planning are occasionally necessary. Most the work is performed in an office setting within VA Central Office in Washington, DC, at a VA owned or leased space or remotely from a home office.
