You will serve as a FINANCIAL MANAGEMENT ANALYST in the BUDGET FORMULATION & EXECUTION DEPARTMENT of NAVAL FACILITIES ENG COMMAND HAWAII.
A Cost-of-Living-Allowance (COLA) of 8.90% will be added to the stated salary. COLA is subject to change at any time.
Duties
You will prepare local financial reports (e.g., status of current and prior year funds expended, remaining amount available for obligation) to ensure an organization has data needed for decision making.
You will analyze financial management processes, documentation, data, and system functionality to ensure compliance with applicable policy and enterprise resource planning (ERP) system processes.
You will coordinate with various offices within a financial organization (e.g., disbursing, travel, financial improvement and audit readiness [FIAR], accounting) to resolve funding issues or discrepancies.
You will advise managers on financial policies to facilitate compliance with federal guidelines.
You will accept funding documents, post and reconcile General Fund accounts and respond to data calls and customer inquiries.
Requirements

- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- This is a Financial Management Level II certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Reviewing completed work for conformation to policies, procedures, and regulations; 2) Assisting program managers and staff officials in interpreting the impact of and planning for financial/budgetary and program changes; 3) Executing modifications to systems, programs, and/or operations and establishes criteria and other means to asses, investigate, or analyze a variety of unusual problems and conditions; 4) Track budget execution by pulling reports from automated systems such as FIS and COGNOS; and 5) Using financial accounting systems (i.e. SABRS, CFMS, WAWF, etc.), standard accounting & budgetary codes, classifications, and terminology to promptly process financial transactions in the official system of record.
