You will serve as a SUPERVISORY FINANCIAL MANAGEMENT SPECIALIST in the DEAN OF ADMISSIONS AND BUSINESS OPERATIONS DIRECTORATE, of DDHBAP ASIA PACIFIC CENTER FOR SECURITY STUDIES.

Duties

You will develop and approve performance standards, communicate expectations, and recognize excellent performance. You will Identify and address developmental and training needs of employees. You will Implement process improvements to enhance productivity, quality and audit readiness. You will serve as principal advisor for managing fiscal resources and policies of the Center, including the budget formulation, justification, execution and audit. You will review, analyze, and approve or modify budget requests. You will conduct and oversee audits on the usage of travel compensatory time, over-time pay, travel vouchers, per-diem payments, and official representation of funds usage. You will conduct and oversee audits on government purchase card payments, inventory, and other related financial transactions. You will develop detailed programming and financial planning, justification, and documentation for inclusion in the Program Objectives Memorandum (POM)/Program Review. You will conduct research to identify trends in fund usage, prepares budget estimate submissions (BES), identifies course of actions and mitigations measures during fiscally constrained periods. You will prepare official reports, reviews budget estimates, and implements budgetary actions. You will serve as a principal advisor to the Director and Dean of Admissions and Business Operations for resource matters including budget planning, and programming, financial execution and audit and contract and audit administration.   • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This is a Financial Management Level III certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
  • You may be required to work outside normal duty hours.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: manage fiscal resources to include budget formulation, justification, execution, and audit; identify financial problems, gather relevant data, apply appropriate analytical techniques; resolve complex financial issues, and conduct financial analysis to manage financial resources.
