You will serve as a SUPERVISORY FINANCIAL MANAGEMENT ANALYST in the BUDGET FORMULATION & EXECUTION DIVISION of NAVAL FACILITIES ENG COMMAND HAWAII.

Duties

You will perform work on all phases or systems of Budget Administration, to include Payroll, or Accounting Operations in a General Fund financial operating environment. You will devise solutions to problems by developing and or modifying accounting or budgetary methods and techniques. You will plan work, set priorities and schedules work necessary to assure effective and expeditious accomplishment of command operational or financial priorities.

• This is a Financial Management Level III certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
• You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
• This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
• This is a Mission Essential position. You will be required to ensure organization or facility continuity of operations and/or completion of tasks that are considered essential to the mission designated by a local or command decision.
• Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Providing recommendations and suggesting cost and benefits of alternate methods for effective and efficient use of financial resources; 2) Interpreting and reviewing financial policies and guidance to recommend proper course of action on an issue to support funds fidelity and elevating complex issues for further guidance as needed; 3) Assigning work to subordinates based on employee's capabilities, priorities and difficulty; and 4) Devising solutions to problems by developing and or modifying accounting or budgetary methods and techniques.
