About the Position: Carlisle Barracks is an installation at the center of the Army and Department of Defense Senior Leadership educational programs. This historic post supports missions such as the U.S. Army War College, U.S. Army Heritage and Education Center, and the Installation Management Command.
Duties
Serves as the Associate Dean for the School of Strategic Landpower (SSL) at the U.S. Army War College.
Formulate, present, and execute SSL's mission and tasks.
Serve as a functional expert and advisor to the Dean and Department Chairs on matters related to personnel management, resource management, curriculum, and operations to ensure the smooth functioning of the school.
Teach core courses and/or electives in the field of strategic studies and/or general research.
Serve as a strategic research requirement (SRR) advisor to a select number of students dependent on research interests and competencies.
Chair the Elective Committee which has representatives from educational activities across the installation.
Organize, draft, and write the Student Catalog, a 280-page policy document that governs academic policy for the students and faculty of the School of Strategic Landpower in a given academic year.
Act as an advisor to the Dean.
Responsible for all personnel and resource requirements for the School of Strategic Landpower.
Oversee and coordinate all force structure and manning decisions, ensuring optimal organizational structure and staffing levels to meet the school's mission requirements.
Develop and implement a comprehensive training and development program for the Title 5 workforce.
Manage SSL's budget, conducting thorough analysis of the school's financial needs, determining requirements, and developing sound budgetary plans to support the school's mission and priorities.
Formulate academic policy with the three Department Chairs in the Resident Education Program (REP), the Chair of the Distance Education Program (DEP), and the Deputy Dean.
Oversee SSL's website management, ensuring the accuracy, currency, and relevance of all content, and the effective use of the website as a communication and educational tool.
Provide recommendations on technology management, staying abreast of emerging technologies and identifying opportunities to leverage technology to enhance the school's operations and educational offerings.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
- Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315. While probationary the incumbent can be terminated with limited appeal rights.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-14).
