About the Position: This position is located in the US Army Combined Arms Center, Peacekeeping and Stability Operations Institute (PKSOI), Carlisle Barracks, PA. This is a TERM NTE 13 Month Position but may be extended up to 6 Years and may be made permanent without further competition.

Duties

As a Joint Proponent Analyst (Stability/Security/Security COOP), you will perform the following duties which is no an all-inclusive list: Serve as subject matter expert and institute lead for developing Army/Joint Stabilization, Security, and Security Cooperation Doctrine, training, and education. Conduct DoD-wide assessments utilizing various enterprise assessment tools Lead the joint development, integration and implementation of stability operations for the Joint Force, to include the development and updating of Stability Operations curriculum Form, lead and facilitate Joint, Interagency, Inter-organizational and Multinational (JIIM) workgroups to develop concepts that inform policy, strategy, doctrine Prepare and present Flag Officer level presentations Develop networks and create communities of interest in support of PKSOI's stabilization proponency Conduct research and writing on topics related to stabilization and peace operations

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must be able to obtain and maintain a Top Secret security clearance throughout the duration of employment.
  • Temporary Duty (TDY), up to 25% of the time.
  • Required to obtain COR certification.

Specialized Experience: To qualify based on your experience, your resume must describe at least one year of specialized experience which prepared you to do the work in this job. Specialized experience is defined as: 1) applying techniques and skills in planning to develop and draft policies and procedures for effective stability, security and security cooperation; 2) designing and executing comprehensive stability operations programs; 3) significant knowledge of the Joint, Interagency, Inter-organizational and Multinational (JIIM) workgroups involved in stability and peace operations activities. This definition of specialized experience is typical of work performed at the next lower grade/level position in the Federal service (GS-12) or equivalent pay band.
