About the Position: Provides detailed analysis and recommendations for improvement in the utilization of human resources/manpower to meet current or new missions. Conducts strategic planning and analysis and participates in policy matters, initiatives, and issues in the development of human resource programs. Conducts management studies, prepares reports, provides assistance and advice, resolves discrepancies and problems, and recommends staffing strategies.
Duties
Conduct strategic planning and analysis and participates in policy matters, initiatives, and issues in the development of human resource programs, guidance, and policies.
Plan, organize, develop, and perform management and human capitol. Performs studies, analyses, and evaluations of administrative regulations, procedures and policy directives to determine applicability.
Prepare human resources reports for the organization. Provides key human resources data to organization managers on request. This includes information from DOD personnel systems and supporting HR systems.
Serve as liaison for organization structure, PDPP, Student Loan Repayment Program, Civilian Tuition Assistance Program, Telework program, Off Duty Employment Program and other programs.
Provide regulatory interpretation, guidance, and assistance regarding authorized leave, work schedules, TSP, awards, health and life insurance benefits and open seasons, on-the-job injuries, etc.
Review Requests for Personnel Action from managers and coordinates with appropriate Human Resource Specialists.
Advise on and manages the Automated Time Attendance and Production System (ATAAPS). Coordinates and manages the Defense Performance Management and Appraisal (DPMAP) system for assigned areas.
Assign work to subordinates based on priorities, difficulty of assignments, and the capabilities of employees. Provides technical oversight. Develops performance plans and rates employees.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Tier 1 security investigation or access for the duration of employment. A background investigation and credit check are required.
- This position has a mandatory seasonal influenza vaccination requirement and is therefore subject to annual seasonal influenza vaccinations.
- This position requires the incumbent to have tuberculosis testing.
- Immunization screening is required. Hepatitis B immunization is required for all positions with direct patient contact. Applicants may be required to show proof of other immunizations depending on the type of position.

Specialized Experience: One year of specialized experience which includes researching and analyzing human resources regulatory guidance to advise managers and/or employees on civilian personnel functions; coordinating and advising on: incentives, recruitments, manpower, appraisal process, and timekeeping; utilizing and extracting human resources data to comprise reports from human resources databases such as Civilian Personnel OnLine (CPOL), AUTONOA and various reporting systems; and recommending improvements to increase efficiency of operations. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Human Resource Management, Business Management, Health Care Administration/Management.

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
