The primary purpose of this position is to serve as the Executive Services Administrator for the Deputy Assistant Secretary (Financial Operations) (SAF/FMF). This position also performs analytical administrative functions that support the organization and allow the management and senior staff to concentrate on performance of professional and managerial duties in support of the organization's missions, programs, and policies.
Duties
Plans, organizes, and manages front office administrative and executive services, functions and activities for the SAF/FMB.
Serves as the authority and advises FMB staff on the interpretation and applicability of policies and procedures governing the preparation and processing of correspondence, electronic messages, and reports.
Executes schedule management for the SAF/FMB, to include establishing priorities, committing time, coordinating logistics, managing protocol, assembling background information, requesting and gathering read-ahead materials, reviewing all meeting read-ahead materials, arranging preparatory sessions, and delegating taskers or scheduling items to meeting POC or other senior management officials in the organization.
Schedules and coordinates all visits by senior level executives to the Deputy Assistant Secretary for Financial Operations and the Associate Deputy Secretary for Financial Operations.
Develops, controls, coordinates, and monitors office administration, including staff briefings for senior level visitors, official travel, local transportation, and contracting services, records management, and determining requirements/budgeting for front office operations.
Arranges travel for the SAF/FMF, making necessary air, ground, and other logistical arrangements.

- Position requires capability to perform effectively under extreme pressures of short suspense’s sometimes conflicting tasking, and always a heavy workload. Work is often conducted without benefit of established or formal guidance
- Incumbent should have experience in working at the highest organizational levels and must exercise tact, initiative, diplomacy and good judgment in working with all levels of personnel
Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Position.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes knowledge and understanding of SAF/FMF's preferences, management principles,
practices, methods, and techniques to apply them throughout the organization. Skill in integrating administrative services with the general management of the organization. Knowledge of the major issues, program goals and objectives, work processes and administrative operations of the organization. Skill in developing new or modified work methods, organizational structures, management processes, and/or program administrative procedures
Skill in management and organizational techniques to plan and coordinate work initiatives and functions for self and other administrative personnel.
OR
EDUCATION: Master's Degree or equivalent on any Degree or 2 years leading to a Master's Degree, or a LL. B or Juris Doctor in a School of Business from an accredited college/university. NOTE: You must submit a copy of your college transcripts.

COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of your transcripts.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Ability to express ideas clearly and effectively in both written and oral correspondence to all levels of management; AND Ability to interpret existing guidelines to develop organizational operating procedures and guidance.
Skill in using computer systems and current word processing and presentation software for building, storing, retrieving, developing and preparing responses to taskers, briefing, reports, and word processing documents.
Knowledge of local area networking, and experience in the operation of management information systems; AND Knowledge of current management theories, techniques, and methods; AND Knowledge of basic administrative procedures including preparation of travel orders; familiarity with the Federal Automated Travel system and the Defense Automated Travel System; experience with budget, contracting, purchase card, and resource planning procedures; and knowledge of civilian and military administrative functions and procedures.
Knowledge of established management principles, concepts, policies, and objectives, pertinent administrative regulations applicable to the organization's missions and program objectives and military organizational structure; AND Knowledge of grammar, spelling, punctuation, and required formats.
Ability to work under pressure with short and conflicting deadlines; AND Ability to interface and coordinate the work of the organization with the other offices at in the Air Force, Headquarters Air Force, other government agencies, contracting agencies, and private business contacts.
Analytical capabilities to perform research in areas of responsibility and determine appropriate follow-on activities.
Knowledge of SAF/FMF, Air Force, and other DoD organizations and organizational priorities sufficient to schedule and delegate meetings in the best interest of the organization.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
