The Office of Strategic Support and Initiatives (OSSI) is broadly responsible for developing and coordinating the VBA's strategic initiatives and collaboration efforts. This position serves as a Program Analyst in the Office of the Under Secretary for Benefits (OUSB), Office of Deputy Chief of Staff, OSSI Strategy and Operations, Veterans Benefits Administration.
Duties
Specific duties include:
Ensure that the organization's strategic plan, mission, vision, and values are communicated to the team and integrated into the team's strategies, goals, objectives, work plans, and work products and services.
Articulate and communicate to the team the assignment, project, problem to be solved, actionable events, milestones, and/or program issues under review, and deadlines and time frames for completion.
Monitor and report on the status and progress of work, checking on work in progress and reviewing completed work to see that the supervisor's instructions on work priorities, methods, deadlines, and quality have been met.
Maintain program and administrative reference materials, project files, and relevant background documents and make available policies, procedures, and written instructions from the supervisor; maintain current knowledge to answer questions from team members on price-duress, policies, directives, etc.
Prepare reports and maintain records of work accomplishments and administrative information, as required, and coordinate the preparation, presentation, and communication of work-related information to the supervisor.
Represent the team in dealings with the supervisor or manager to obtain resources (e.g., computer hardware and software, use of overtime or compensatory time), and secure needed information or decisions from the supervisor on major work problems and issues that arise.
Report to the supervisor periodically on team and individual work accomplishments, problems, progress in mastering tasks and work processes, and individual and team training needs.
Estimate and report to the team on progress in meeting established milestones and deadlines for completion of assignments, projects, and tasks, and ensure that all team members are aware of and participate in planning for the achievement of team goals and objectives.
Research, learn, and apply a wide range of qualitative and/or quantitative methods to identify, assess, analyze, and improve team effectiveness, efficiency, and work products. Specifically, the incumbent will develop monthly reporting data for the Outreach Unit's overall performance.

Work Schedule: Full time, Monday through Friday, 8 am - 4:30pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement:11/11/2024.
TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees, former Federal employees applying for reinstatement, or a current federal employee applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment must meet time in grade requirements. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.
NOTE: This does not apply to Non-Federal Applicants, or applicants applying for consideration under Non-Competitive Authority (i.e.... "30% or more Disability", VRA, and/or Schedule A).
To verify your eligibility, you must submit a copy of your most recent Notification of Personnel Action, Standard Form 50 (SF-50). You must provide a copy of your most recent SF-50 that indicates proof of status, and shows Time in Grade (for example, you were a career or career-conditional employee) and identifies your position title, series, grade, step, salary, tenure, and type of service (Competitive or Excepted). If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must also submit your most recent promotion or within-grade increase in addition to your recent SF-50. For a GS-13 position you must have served 52 weeks at the GS-12 level.
For a GS-14 position you must have served 52 weeks at the GS-13 level.
MINIMUM QUALIFICATION REQUIREMENT: You may qualify based on your experience as described below:
GS-13 Grade Level
Specialized Experience: One year of specialized experience at the next lower grade level GS-12.
Specialized experience: Demonstrated success in leading projects from initiation to closing, managing deliverables, timelines, and stakeholders throughout the project life cycle. Skilled in engaging and influencing stakeholders, understanding client's needs, and facilitating consultative meetings to define project scope and requirements. Proficient in root cause analysis and developing innovative solutions to address challenges. Experience preparing presentations and performing quality management designed to improve work products, customer service, and business procedures.
GS-14 Grade Level
Specialized Experience: One year of specialized experience at the next lower grade level GS-13
Specialized experience: Extensive experience leading complex projects across all phases, with a strong focus on improving operational efficiency and automating processes for better data management.
Proven ability to develop and implement systems for automating records management policies, supporting reporting processes, and ensuring data quality through continuous monitoring and auditing.
Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Full vs. Part-Time Employment: Full-time employment is considered to be at least 35 hours per week. Part-time experience will be credited on a pro-rated basis; when including part-time employment in your resume you must specify the average hours worked per week.
Physical Requirements: The work is sedentary. Some work may require walking and standing in conjunction with attending meetings and conferences. Work may require carrying light items such as papers, books, or small parts. The work does not require any special physical effort.
