This position is located in the U.S. Department of Justice (DOJ), Office of Justice Programs (OJP), Office of the Chief Information Officer (OCIO), Program and Project Management Division (PPMD). This position serves as an expert project and product manager for OJP and OCIO, specializing in cutting-edge technologies. The incumbent leads cross-functional teams to deliver iterative solutions meeting mission and user needs.
Duties
Creates and executes objectives and milestones for IT projects supporting mission critical programs, such as implementing enterprise-level applications and IT infrastructure changes aligned with the organization's evolving business processes.
Develops and applies project and product management tools, procedures, templates, and activities.
Responsible for establishing project and product objectives, developing milestone charts, resource allocation, managing stakeholder relationships, and ensuring timely delivery within scope and budget.
Leads execution of the full product lifecycle using modern solutions, including AI and AI-enabling technologies.
Designs cost/benefit analyses to optimize human and material resources while minimizing costs.
Integrates configuration management, IT architecture, infrastructure design, and systems integration into comprehensive IT project plans.
Ensures compliance with federal laws, regulations, and standards related to information systems security and guarantees sufficient development and user testing is conducted to meet business and organizational requirements before project completion.
Conducts program evaluations to ensure IT initiatives achieve their objectives, identifying opportunities to improve operational efficiency and oversees complex programs involving multiple interdependent processes, concurrent tasks, overlapping deadlines, resource constraints, and competing priorities.
Collaborates with top management to develop and advise on long-term plans for project implementation and administration.
Develops business cases and IT metrics and prepares briefings, white papers, budget justifications, and cost models.
Researches, develops and evaluates strategies for implementing AI/ML and related technologies into current missions, processes, projects, products and services.
Works closely with, and may serve as lead to, human-centered design, user experience, product and software development teams or resources using Agile methodologies.
Manages integration of AI/ML technologies into new or existing products or services while owning or having extensive input into the product's/service's mission and strategic roadmap.
Identifies opportunities and creative solutions for AI integration, AI-driven product improvement and/or entirely new AI-powered product development based on needs analysis, customer research, proof of concept and organizational needs.
Monitors technological advancements and makes recommendations for future technology enabled products and services to support agency's mission.
Conducts authoritative research and analysis on the planning, development, integration, and evaluation of IT products, systems, and subsystems to meet the needs of agency's major organizational units.

Qualifications
Basic Entry Requirements:
Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate.
Individuals must have IT-related experience demonstrating each of the four competencies listed below.

Specialized Experience:
Applicants must have one (1) year of specialized experience equivalent to at least the GS-13 level. Specialized experience is experience which is in or related to the line of work of the position to be filled and which has equipped the applicant with the specific knowledge, skills, and abilities to successfully perform the duties of the position.
Examples of specialized experience include:
Overseeing the delivery of complex and high-risk IT projects and products, including but not limited to large-scale, agency-wide system integrations that utilize Artificial Intelligence (AI) tools to enhance the user experience.
Establishing project and product objectives such as creating and maintaining product roadmaps and milestone charts, allocating resources, and managing stakeholders across the organization, including the relationship between Product Manager and Product Owner, and the relationship between in-house staff and external contractors, while ensuring timely delivery within scope and budget.
Collaborating with customer experience subject matter experts (SMEs) to conduct customer research, assess customer needs, and defining and continuously enhancing project and product strategy based on quantitative and qualitative customer data, including scope, requirements, deliverables, and roadmaps.
Integrating configuration management, IT architecture, infrastructure design, and systems integration into comprehensive IT project and product plans.
