The Salem VA Medical Center is a Level 1C facility with five associated VA clinics. The Supervisory Social Worker is responsible for supervising a significant number of professional staff at the Salem VA Medical Center. The Supervisory Social Worker at the GS-13 grade level supervises a number of social workers at the GS-11 and GS-12 grade level including program coordinators. The incumbent also serves as the backup for other Social Work supervisors and Chief of Social Work in their absence.
Duties
DUTIES:
A. Supervisory Social Worker: As the supervisor, the incumbent assists in planning, establishing, and implementing policies and procedures; developing individual or group goals and objectives as well as monitoring, operating, evaluating, coordinating, and overseeing the Social Work staff of the assigned program. The incumbent will assure the Social Workers whom they supervise are aware of and adhere to all current directives of VHA, state licensure standards, and the Office of the Inspector General (OIG) expectations. The incumbent supervises staff in both Mental Health and medical areas in the medical center, thus incumbent must be familiar with Joint Commission (JC) Standards and the Commission on Accreditation of Rehabilitation Facilities (CARF) Behavioral Standards. The incumbent will conduct ongoing intensive reviews and appraisals to ensure the accomplishment of objectives and adherence to standards set by governing bodies. The incumbent also provides direct clinical services. The incumbent is responsible for the professional and administrative management of Social Work service to include direct supervision and program oversight of staff and programs in community and inpatient mental health areas as well as outpatient medical and specialty areas
B. Supervisory Social Worker: The incumbent supervises GS-12 LCSW Social Workers and supervisors and GS-11 LCSW Social Workers. The incumbent provides administrative, technical, and clinical supervision necessary for accomplishing the work of the unit.
Incumbent performs the administrative and personnel management function relative to staff supervised. Incumbent will have established guidelines and performance expectations for staff, clearly communicated through the formal employee performance management system. Incumbent observes workers' performance; demonstrates and conducts work performance critiques, provides informal feedback and periodically evaluates employee performance. Incumbent works to resolve informal complaints and grievances and develops work improvement plans, recommending personnel actions as necessary. The supervisor provides advice and counsel to workers related to work and administrative matters and invokes disciplinary measures as appropriate to the authority delegated in this area. Incumbent reviews and approves or disapproves leave requests. Incumbent assures that subordinates are trained and fully comply with the provisions of the safety regulations.
Incumbent performs work related to the review, monitoring, analysis, planning and assessment of various programs including developing dashboards and the presentation of dashboards. Incumbent is responsible for key project activities related to the planning, development, and implementation of the project component. A substantial portion of the workload directed by this position will be carried out at one or more locations that are physically removed from the main unit under conditions that make day-to-day supervision difficult to administer.
The incumbent will be responsible to serve as Acting Chief, Social Work Service in the absence of the Chief and the Assistant Chief. The high level of care, extreme degree of activity and broad program mission of this facility is complicated by the high patient turnover rate, which generates complex administrative and patient care management problems.
Clinical Functions: Incumbent will provide intensive case management services to assigned Veterans and significant others, consistent with the goals and methods of ICMHR and the VA Mental Health Initiative and with all relevant Medical Center policies and procedures. Intensive case management services are characterized by assertive outreach, person-centered recovery planning (also known as individualized treatment planning), multidimensional orientation, and intensive delivery of services. Incumbent will perform clinical work in home, community and office-based settings. They will utilize a government vehicle to transport Veterans as needed to provide case management services to Veterans.
Screening/Assessment: Incumbent will develop a psychosocial assessment of the Veteran in collaboration with the interdisciplinary treatment team, the Veteran, family members, and significant others
Treatment Planning/Goal Setting: Incumbent is responsible for contributing to the development of the person-centered recovery plan/treatment plan and setting achievable treatment goals with the Veteran and family members/caregiver and other clinical ICMHR staff.
Referral to Service Providers: Throughout the course of treatment, incumbent serves as the subject matter expert on VA and/or community resources.

Qualifications
Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met.
Basic Requirements:
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
Education. Have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the School of Social Work is fully accredited. A doctoral degree in social work may not be substituted for the master's degree in social work. Verification of the degree can be made by going to http://www.cswe.org/Accreditation to verify that the social work degree meets the accreditation standards for a masters of social work.
Licensure. Persons hired or reassigned to social worker positions in the GS-0185 series in VHA must be licensed or certified by a state to independently practice social work at the master's degree level. Current state requirements may be found by going to http://vaww.va.gov/OHRM/T38Hybrid/
May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).
Grade Determinations:
GS13:
(1) Experience/Education. One year of experience equivalent to the GS-12 grade level. Experience must demonstrate possession of advanced practice skills in a specialty area or in administration demonstrating progressively more professional competency and judgment. Candidate may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience
(2) Licensure/Certification. Individuals assigned as supervisory social workers must be licensed or certified at the advanced practice level, and must be able to provide supervision for licensure
(3) Demonstrated Knowledge, Skills, and Abilities. In addition to the experience above, the candidate must demonstrate all of the following KSAs:
(a) Ability to independently organize work, set priorities, and meet multiple deadlines.
(b) Skill in a range of supervisory duties which includes clinical supervision, consultation, negotiation with other departments and quality improvement.
(c) Ability to ensure provision of clinical social work services by supervised social workers
(d) Ability to delegate authority, manage priorities, coordinate work, and follow up on pending issues to complete duties in an accurate and timely fashion
(e) Ability to analyze organizational and operational problems, develop and implement solutions that result in efficient operations, and use data effectively to manage workload, quality, performance, and productivity within the service
(f) Ability to provide staff training and development.
Assignment. For all assignments above the full performance level, the higher-level duties must consist of significant scope, complexity (difficulty), and variety and be performed by the incumbent at least 25% of the time. Supervisory social workers at the GS-13 grade level typically supervise professional and non-professional staff. They are responsible for the professional and administrative management of an area in a social work service, in a care/product line, or across multiple sites, (e.g., multi-division facilities and CBOCs). Incumbent may also provide direct clinical services.
