The Healthcare for Homeless Veterans (HCHV) Program Coordinator's primary responsibilities are to manage the daily operations of case management, administration, clinical, and programmatic needs of the program including supervision of staff within the program.
Duties
DUTIES:
Supervisory Social Worker: Incumbent is responsible for planning, establishing, and implementing policies and procedures; developing individual or group goals and objectives as well as monitoring, operating, evaluating, coordinating and overseeing the Social Work staff of the HCHV Program. The incumbent will provide direct supervision and program oversight to the following complex specialty programs: Healthcare for Homeless Veterans (HCHV) Program, Housing & Urban Development Veterans Affairs Supportive Housing (HUDVASH) Program, Veteran Justice(VJP) Programs, the Substance Use Disorder Specialist, HCHV Employment, Peer Support Specialist, and HCHV Contracted Emergency Residential Services (CERS) program and maintain certification to serve as the backup as the Contracting Officer's Representative for the HCHV program.
The incumbent will assure the Social Workers whom they supervise are aware of, adhere to all current directives of VHA, and meet current The Joint Commission (T JC) standards, State licensure standards, Commission on the Accreditation of Rehabilitation Facilities (GARF) accreditation standards and VAOIG expectations. The incumbent will conduct ongoing intensive reviews and appraisals to ensure the accomplishment of objectives and adherence to standards set by governing bodies. The incumbent also provides direct clinical services, and functions as the Medical Center's Liaison for Salem VAHCS' s Healthcare for Homeless Veterans Program.
HCHV Program Coordinator : Incumbent provides administrative oversight and monitoring for all phases of programming and coordination of case management services, for veterans receiving services through the HCHV programs. The incumbent has the overall responsibility of program development and functioning, to ensure that homeless and at risk for homeless veterans have accessibility to an array of services and programs that improve quality of life and decrease barriers that impact service delivery. In addition, incumbent advocates and works closely with community partners to identify needed resources and housing options, leading to homeless and at-risk for homeless veterans being permanently housed. Incumbent is responsible to provide oversight of fiscal requirements of a complex HCHV budget, that include: fund control points, contracts, monthly billing, quarterly reports, and contract modifications and renewals. The incumbent will demonstrate ability to forecast resource needs, administer the allocated budget, and extend option years per contract requirements.

Basic Requirements:
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
Education. Have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the school of social work is fully accredited. A doctoral degree in social work may not be substituted for the master's degree in social work.
Licensure. Persons hired or reassigned to social worker positions in the GS-185 series in VHA must be licensed or certified by a state to independently practice social work at the master's degree level.
May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).
Grade Determinations: GS13
Experience/Education. One year of experience equivalent to the GS-12 grade level. Experience must demonstrate possession of advanced practice skills in a specialty area or in administration demonstrating progressively more professional competency and judgment. Candidate may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience.
Licensure/Certification. Individuals assigned as supervisory social workers must be licensed or certified at the advanced practice level and must be able to provide supervision for licensure.
Demonstrated Knowledge, Skills, and Abilities. In addition to the experience above, the candidate must demonstrate all of the following KSAs:
(a) Ability to independently organize work, set priorities, and meet multiple deadlines.
(b) Skill in a range of supervisory duties which includes clinical supervision, consultation, negotiation with other departments and quality improvement.(c) Ability to ensure provision of clinical social work services by supervised social workers.
(d) Ability to delegate authority, manage priorities, coordinate work, and follow up on pending issues to complete duties in an accurate and timely fashion.
(e) Ability to analyze organizational and operational problems, develop and implement solutions that result in efficient operations, and use data effectively to manage workload, quality, performance, and productivity within the service.
(f) Ability to provide staff training and development.
Assignment. For all assignments above the full performance level, the higher-level duties must consist of significant scope, complexity (difficulty), and variety and be performed by the incumbent at least 25% of the time. Supervisory social workers at the GS-13 grade level typically supervise professional and non-professional staff. They are responsible for the professional and administrative management of an area in a social work service, in a care/product line, or across multiple sites, (e.g., multi-division facilities and CBOCs). Incumbent may also provide direct clinical services.

Physical Requirements: This position will involve driving a motor vehicle (with a valid driver's license), walking, climbing of stairs, and carrying light objects while assisting Veterans in their search for housing in the community. The ability to hear and communicate verbally with Veterans is essential. Work will take place indoors and outdoors. The work involves wo king closely with others.
