Duties
PRIMARY PURPOSE: To serve as special advisor to the AMC/A3 and Mobility Guardian planning and execution staffs with responsibility for planning, directing, organizing and exercising control over Mobility Guardian planning and execution.
DUTIES:
Leads, plans, organizes, administers and directs the activities of the Mobility Guardian Staff, ensuring that financial management, budget, computer support, personnel management and manpower activities comply with legal and regulatory requirements and meet security and developmentally needs of the population served.
Exercise supervisory personnel responsibilities.
Provides advice and assistance to HQ AMC leaders and international officials regarding manpower, financial management, budget, real estate and computer support to effectively meet current and long-range program goals and objectives.
Participates in community activities, conducts and attends briefings, meetings and conferences with local organizations (i.e. Chambers of Commerce, Kiwanis, etc.) to support the exercise.
Provides overall management and direction of facilities for Mobility Guardian and any other assigned special events in support of the exercise.

- This position requires the employee to occasionally travel away from their normal duty station.
- Employee may be required to travel by military or commercial transportation to accomplish temporary duty.

CONDITIONS OF EMPLOYMENT (CONTINUED):
This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
In order to qualify, you must meet the Specialized Experience Requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions: Administrative and Management Positions- Transportation Operations (2150)
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience include experience in maintaining, retailing, purchasing, or procurement of automotive, rail, air, bus, or other transportation equipment or services, or in the operation of a commercial transportation facility or terminal. This experience must have demonstrated knowledge of fleet operations; familiarity with Federal, State, and municipal regulations governing the use of transportation vehicles; and the maintenance of inventories and cost computations; comprehensive knowledge and mastery of an administrative field to apply experimental theories and new applications or developments to problems pertaining to the Mobility Guardian Exercises planning and execution operations; extensive knowledge of advanced concepts, principles, practices, methods, and techniques to provide expert judgment concerning programs/operations; resolve complex, unique problems, conditions, or issues; or significantly alter standard practices, processes and known techniques utilized in identifying those unique requirements of the Air Mobility Guardian planning and execution; knowledge of the missions, roles, functions, organizational structure, and operation of the DOD, Air Force, and user commands that govern, interface with, and/or influence mobility operations programs; comprehensive knowledge of the laws, principles, policies, practices, and precedents applicable to the AMC Mobility Guardian program; and knowledge applied to the design and conduct of comprehensive management studies where the boundaries of the studies are extremely broad and difficult to determine in advance.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of a wide range of concepts, principles and practices relating to financial management, real estate matters, manpower and management information systems.
Knowledge of common budgetary practices, procedures, regulations, precedents and guidelines.
Knowledge of safety and security regulations and procedures
Ability to plan, organize and direct the functions of a staff.
Ability to gather, assemble and analyze program information, draw conclusions and devise solutions to problems
Ability to communicate effectively, both orally and writing
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
