This position, IT Specialist (PlcyPln) is in the Department of Veterans Affairs (VA), Office of Information and Technology (OIT) and serves as a Senior Advisor to the Executive Director in the Office of Information Technology, End User Operations (EUO). Position is HQ Washington DC but location is TBD. Not remote but any location with telework.

Duties

Major Duties: Advises assigned Executive Director, associated Deputy Executive Director, and senior management by providing technical advice, oversight, and direction of multiple national IT programs. Responsible for the success of the OIT mission through strategic collaboration across the organization involving technical requirements, identifying areas of efficiency, and implementing initiatives OIT wide. Providers expert level technical policy, planning guidance, and technical direction and oversight to the Districts and offices executing IT software and automation, information assurance, information security, technology investments and initiatives. Serves as the senior technical authority for all cross-cutting initiatives and portfolio management efforts and aligns the organization's technical vision with its business strategy and integrating technologies. Collaborates with the assigned Executive Director to develop, maintain, and oversee execution of a technology plan that supports organizational needs while providing direction in all technology-related issues. Qualifications

You may qualify at the GS-15 level, if you fulfill the following qualification requirement: One year of specialized experience equivalent to the GS-14 grade level in the Federal service (experience may have been gained in the private sector) that demonstrates your ability in:. Experience with problems that are rapidly evolving and have impact on a "major department" legislation that affects the agency. Experience as the focal point for the coordination of strategic planning; for program performance evaluation and the assessment of organizational efficiency and effectiveness using qualitative and quantitative methods; for the assessment of complex management processes & systems; for the facilitation of operations analysis; for the support of management functions relating to IT operations & services, program/project issues which require broad expertise coordination across assigned program lines. Experience providing executive direction, technical leadership, management and coordination of all facets and functions of major technical programs. Responsibilities include strategic planning and conceptualizing, integration, and assimilation of a wide range of technical, financial, programmatic and business operational programs and requirements. Technical expertise with collaboration & coordination-demonstrated ability to develop solutions across disparate groups & different missions and pressures. Expertise, knowledge & skills include the life cycle acquisition mission, functions & technologies; application of information technology knowledge & skills in a management capacity; programs, plans and budgeting; automation initiatives and operations; & managing controversial issues & develops & furnishes agency-wide highly complex technical policy guidance to personnel & organizations internal & external to the organization. Experience applying expert knowledge of Information Assurance and Security policy & techniques, Continuity of Operations planning; Information Systems, Business Process Improvement, Information Technology (IT) Life Cycle & Acquisition Oversight & Procurement, Program & Project Management, Architecture, Strategic Planning, Performance management, & IT Capital Planning. This position also requires mastery of, and skill in applying the following: interrelationships of multiple IT specialties; IT architecture, new IT developments and applications; emerging technologies and their applications to business processes; IT security concepts, standards, and methods; estimating resource requirements, defining milestones and deliverables, monitoring activities, and evaluating and reporting; and oral and written communication techniques. Expert knowledge of NEST information systems policies, standards, methods, and guidelines, including Federal Information Processing Standards (FIPS) in order to develop information technology policies, standards and associated processes related to areas of responsibility. Researches, interprets, analyzes, and applies Information Technology Infrastructure Library (lTIL) processes. Extensive knowledge to be able to serve as the senior technical authority of the organization, aligns the organization's technical vision with its business strategy and integrating technologies. Extensive knowledge to collaborate with the District Directors and others within the OI&T organization to develop, maintain, and oversee execution of a technology plan that supports organizational needs while providing direction in all technology-related issues. Provide technical expertise and demonstrated ability to develop solutions across disparate groups with different missions; and demonstrated comprehensive knowledge and broad work experience related to business processes, operational activities and their associated hierarchies used throughout the organization to define issues and problems regarding establishment of to-be architectures based on established process improvement actions including areas for continuous process improvement. ACTIVE DUTY SERVICE MEMBERS: The VOW Act Chapter 21 of Title 5, United States Code (U.S.C.), Section 2108a, requires Federal agencies treat active duty service member as veterans, disabled veterans, and preference eligible, when they submit, at the time they apply for a Federal job, a "certification" of active service in lieu of a DD-214, assuming the service member is otherwise eligible. A "certification" letter should be on letterhead of the appropriate military branch of the service and contain (1) the military service dates including the expected discharge or release date; and (2) the character of service. The service member's military service dates are necessary in order to determine whether he or she meets the definition of "veteran" under 5 U.S.C. 2108(1). The "certification" must reflect the service member is expected to be discharged or released from active duty service in the armed forces under honorable conditions not later than 120 days after the date of submission. The "certification" must be signed by, or by direction of, the adjutant, personnel officer, or commander of your unit or higher headquarters and must indicate when your terminal leave will begin (if applicable), your rank, dates of active duty service, the type of discharge and character of service (i.e. honorable). Further, under paragraph (h) of the rule, agencies are required to verify a qualifying separation from military service prior to appointment, through the DD-214 or other appropriate documentation. Your preference and/or appointment eligibility will be verified prior to appointment. Active duty members that fail to provide a valid "certification" of service with their initial application will be found "not eligible." Military members may be appointed before the effective date of their military retirement/separation if member is on terminal leave. Current or Former Political Appointees: Beginning January 1, 2010, agencies must seek prior approval from OPM before they can appoint a current or recent political appointee to a competitive or non-political excepted service position at any level under the provisions of title 5, United States Code. If you are currently or have been within the last 5 years, a political Schedule A, Schedule C, or Non-career SES employee in the executive branch, you MUST disclose that to the Human Resources Office.
