This position is located in the Department of Housing and Urban Development, Office of the Chief Procurement Officer.
Duties
As a Management Analyst, you will:
Frequently act as the CPO or DCPO's official representative in contacts with key Departmental staff to relay sensitive issues decisions and or data.
Exchange information with appropriate personnel in the office and with key officials in order to provide an essential flow of communication and actions. In the absence of the CPO / DCPO, assumes responsibility for ensuring that requests for action or information that would normally receive the CPO's attention are made known to responsible staff personnel who can satisfy the request.
Conduct research on Departmental programs, audit reports, management studies, organization and functional responsibilities and gathers information and data to support a variety of program decisions, public statements, and printed information.
Prepare and make oral and written presentations to present controversial and critical observations, findings, and recommendations for changes in customary program project management work operations despite management's reluctance to agree that the practices being followed require any changes. Ability to support recommendations, addressing proposed improvements, including potential problems likely to be encountered, and potential impact on Departmental policies and practices.
Qualifications
You must meet the following requirements within 30 days of the closing date of this announcement.
Specialized Experience: For the GS-13, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized Experience for this position includes:
- Providing workforce analysis support to an organization and high-level managers such as recruitment and staffing strategies, time and attendance, payroll processing, merit pay, performance management, position management, and position classification; AND
- Reviewing and making recommendations towards the development of new or existing program policies and procedures.
Experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-13 you must have been at the GS-12 level for 52 weeks.
Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
