You will serve as a ADMINISTRATIVE OFFICER in the ADMINISTRATIVE SERVICES DIVISION, CODE 1102, EXECUTIVE SUPPORT OFFICE of PORTSMOUTH NAVAL SHIPYARD.

Duties
You will advise on a broad range of administrative policies, issues, regulations, problems, and management systems.
You will participate in staff meetings in providing advice and counsel on a wide range of administrative and operational management support issues.
You will seek ways to streamline the administrative processes to minimize disruptions to all managers at the Detachment.
You will be the liaison for detachment supervisors and the human resources office in counseling employees.
You will be responsible for fully supporting the Equal Employment Opportunity Program.

- You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.
- Work is performed in areas where potentially harmful physical and chemical agents are present (e.g. fumes, dust, heat, ionizing and non-ionizing radiation and chemicals). You will be required to participate in medical surveillance programs.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience managing all administrative service responsibilities, such as personnel management, equipment utilization, travel, records management, and related administrative support services.
Experience planning and conducting complex analytical studies of organizational elements and working to identify problems and approve resource utilization, administrative support, and management effectiveness.
Experience advising on administrative matters pertaining to the agency's personnel system, such as counseling, employee services, labor relations, and disciplinary actions.
Experience analyzing changes and trends pertaining to personnel and material needs and providing input for management decisions by relating program requirements to administrative management needs.
Experience recommending methods to improve employee morale, optimize the utilization of facilities and equipment, and reduce costs.

Education
In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
Successful completion of a Ph.D. or equivalent doctoral degree
OR
Successful completion of 3 full years of progressively higher level graduate education leading to such a degree
OR
