This position is located in a U.S. Department of Agriculture (USDA), Natural Resources Conservation Service (NRCS) state, area, or field office within Idaho.
The incumbent provides engineering assistance working with landowners, groups, and units of government to apply and maintain a variety of conservation practices in their area of assigned responsibility.
Duties
Provides civil engineering technician field assistance in support of NRCS conservation activities. Prepares detailed construction drawings for complex (Class 4 and above) engineering projects.
Performs engineering surveys utilizing state-of-the-art global positioning system (GPS) technologies.
Provides NRCS technical support and training leadership for computer-aided drafting and design software (CADD) users.
Performs hydrologic and hydraulic computations such as determining sediment volumes, runoff curve number, time of concentration, weir flow, pipe flow, and open channel flow using NRCS engineering application software.
Requirements

TIME-IN-GRADE REQUIREMENTS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible.
One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-08 level.
One year at the GS-08 level is required to meet the time-in-grade requirements for the GS-09 level.
One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-10 level.

MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience and/or education for the respective grade level(s) in which you are applying:
GS-8
Specialized Experience: To qualify for the GS-08 level, you must possess at least one year of specialized experience equivalent to the GS-07 level or higher in Federal service, or comparable experience not gained through Federal service. This experience must include the following-
Assisting with surveying and site investigations by collecting accurate, appropriate, and sufficient data for engineering designs;
Gathering and completing packages of drawings and specifications to support engineering projects; and
Working with landowners or other stakeholders to complete engineering projects.
OR
Substitution of education in lieu of specialized experience: Must have a Master's or equivalent graduate degree, or 2 full years of graduate education in engineering or other directly related field. (Must submit transcripts.)
OR
Combination of Education and Experience: Must possess a combination of specialized experience and graduate education as described directly above that total 100% when combined. First, determine total qualifying experience as a percentage of the specialized experience described above; then determine the education as a percentage of the graduate education described above; and then add the two percentages. The total percentages must equal at least 100 percent to qualify. Only graduate education in excess of one year (18 semester hours) may be used when combining education and experience for this grade. (Must submit transcripts.)
GS-9
Specialized Experience: To qualify for the GS-09 level, you must possess at least one year of specialized experience equivalent to the GS-08 level or higher in Federal service, or comparable experience not gained through Federal service. This experience must include the following-
Determining the scope and intensity of field investigations and surveys needed for an engineering project;
Inspecting engineering projects to verify conformance to plans, policy, and guidelines; and
Assisting with drafting and graphical work on a computer-aided drafting system (CAD).
OR
Substitution of education in lieu of specialized experience: Must have a Master's or equivalent graduate degree, or 2 full years of graduate education in engineering or other directly related field. (Must submit transcripts.)
OR
Combination of Education and Experience: Must possess a combination of specialized experience and graduate education as described directly above that total 100% when combined. First, determine total qualifying experience as a percentage of the specialized experience described above; then determine the education as a percentage of the graduate education described above; and then add the two percentages. The total percentages must equal at least 100 percent to qualify. Only graduate education in excess of one year (18 semester hours) may be used when combining education and experience for this grade. (Must submit transcripts.)
GS-10
Specialized Experience: To qualify for the GS-10 level, you must possess at least one year of specialized experience equivalent to the GS-09 level or higher in Federal service, or comparable experience not gained through Federal service. This experience must include the following-
Preparing cost estimates for engineering projects by identifying construction practices, methods, materials, cost, and equipment needed;
Utilizing computer-aided drafting and design software (CADD) or other engineering design system hardware and software to complete and modify engineering drawings, develop three dimensional models and drawings for complex engineering projects, or calculate estimates;
Developing engineering designs, drawings, and specifications using global positioning system (GPS) technologies; and
Reviewing problems and issues with engineering projects to formulate and offer alternative solutions.
OR
Substitution of education in lieu of specialized experience: Must have a Ph.D. or equivalent doctoral degree, or 3 full years of graduate education in engineering or other directly related field. (Must submit transcripts.)
OR
Combination of Education and Experience: Must possess a combination of specialized experience and graduate education as described directly above that total 100% when combined. First, determine total qualifying experience as a percentage of the specialized experience described above; then determine the education as a percentage of the graduate education described above; and then add the two percentages. The total percentages must equal at least 100 percent to qualify. Only graduate education in excess of two years (36 semester hours) may be used when combining education and experience for this grade. (Must submit transcripts.)
