This position, located within the Boise VA Medical Center (VAMC), Idaho, serves as an Engineering Technician within the Facility Management Service to support the fully accredited general medical and surgical facility campus.

Duties

***THIS IS NOT A VIRTUAL POSITION, YOU MUST LIVE WITHIN OR BE WILLING TO RELOCATE WITHIN A COMMUTABLE DISTANCE OF THE DUTY LOCATION*** Duties include but not limited to: Maintains and updates existing facility as-built drawings to reflect changes made by construction projects, remodels, and renovations Serves as local expert for all matters related to Computer Aided Drafting (CAD), including the use of Autodesk AutoCad and Revit programs Manages extensive AutoCad network and maintains appropriate backup of files Utilizes knowledge of typical construction practices, engineering requirements, and architectural design to interact with outside federal, state, and local agencies Uses hard copy drawings and conducts engineering surveys of existing conditions to create detailed facility as-built drawings utilizing CAD Reviews or directs the plans, specifications, and analyses of design as submitted by architects and engineers Manages drawing library, ensuring that all drawings related to project assignments are maintained in a systematic manner, numerically and chronologically Assists with preparation of reports with all engineering matters Prepares technical construction documents and provides oversight of construction projects Develops cost estimates, construction drawings in CAD, and specifications for projects using as-built drawings and on-site investigation Inspects competitively bid construction and maintenance/repair projects to ensure compliance with drawing and specifications Works with general contractor/project stakeholders to resolve problems that arise due to error or differing site conditions Performs assessments in areas of maintenance/repair or remodeling to help determine the presence of hazardous materials (e.g., asbestos, lead based paint, silica, etc.); Develops and manages complex databases for engineering products Performs field measurements and gathers engineering data necessary for preparing construction drawings and specifications Prepares construction project reports and payment requests for contract construction projects; and Performs all other duties as assigned. Work Schedule: Monday-Friday, 8:00am-4:30pm Recruitment & Relocation Incentives: Not authorized Critical Skills Incentive (CSI): Not Approved Financial Disclosure Report: Not Required Physical Requirements/Work Environment: The work involves moderate physical demands in terms of field work, inspections, investigations, and surveys of facilities. This normally requires long periods of standing, walking, stooping, bending, and climbing. The work is also performed in an office setting doing paperwork, and in conference rooms negotiating the cost proposal submitted by the contractor. In addition, work requires the ability to access a variety of areas and spaces to take measurements, obtain data from facilities and equipment, and conduct required inspections. Accuracy and precision are important. Work sometimes requires extended periods of time at a computer while producing drafted products, conducting research, reviewing design submittals, or writing reports. Work is regularly performed in several environments: indoors in an area with noisy printers and plotters operating office environment and in industrial settings (boiler plants and mechanical spaces). There are risks incurred while visiting construction sites and while performing inspection duties, such as noise, hot/cold weather, dust, working near construction equipment. Employee may be required to wear protective clothing or use protective equipment such as hard hat, boots, gloves, hearing protections, and goggles. This position may be exposed to hazards of tripping, falling, shock, burns, dust, fluids, chemicals and a variety of diseases. Must comply with all safety codes, and practices.

These positions involve a multi-grade career ladder. The major duties listed below represent the full performance level of GS-09. At the GS-08 grade level, you will perform assignments of a more limited scope and with less independence. You will progressively acquire the background necessary to perform at the full performance level of GS-09. Promotion is at the discretion of the supervisor and is contingent upon satisfactory performance, availability of higher-level work, and availability of funds. To qualify for this position at the GS-8 grade level, applicants must meet one of the following: SPECIALIZED EXPERIENCE: At least one (1) full year of specialized experience that equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of this position, and that is typically in or related to the work of this position. To be creditable, this experience must have been equivalent to the next lower grade level in the Federal Service. Technician experience includes supervising, leading or performing work involving applying a practical knowledge of the (1) methods and techniques of engineering or architecture and (2) construction, application, properties, operations, and limitations of engineering systems, processes, structures, machinery, devices, and materials. Qualifying specialized experience includes technical work in drafting, surveying construction estimating, physical science, mathematics, aerospace, architecture, chemicals, electrical or mechanical systems, mining, petroleum, or nuclear systems. Experience in a trade or craft may be credited as specialized experience when the work provided intensive knowledge of engineering principles, techniques, methods, and precedents. Examples are trade positions with substantial developmental, test, or design responsibilities such as: Planner and estimator who analyzed designs for production purposes; Instrument maker or model maker who performed design or development work on devices fabricated. At this level, applicants should possess experience utilizing computer-aided drafting and design software. These assignments would have been performed of a more limited scope and with less independence than the full performance level, and be performed under supervision, consulting with the supervisor when problems are encountered. NOTE: Experience must be fully documented on your resume and must include job title, duties, month and year start/end dates AND hours worked per week. -OR- EDUCATION: Successfully completed one and one-half (1 ?) years of graduate education directly related to the work of this position with a major study in an appropriate field of engineering, construction, or industrial technology. This education must have been obtained in an accredited college or university. NOTE: Transcripts must be submitted with your application materials. Education cannot be credited without documentation. -OR- COMBINATION: Equivalent combinations of successfully completed graduate level education and specialized experience (as described above) to meet the requirements of this position.
