This position is located at the Boise VA Medical Center, Boise, Idaho. He/she serves as an Engineering Technician within the Facility Management Service to support the fully accredited general medical and surgical facility campus encompassing approximately 585,000 gross square feet between over 70+ buildings and leases, on 58 acres of land; the entire main campus is also listed on the National Register of Historic Places which increases involvement with outside state and federal services.
Duties
This position involves a multi-grade career ladder. The major duties listed below represent the full performance level of GS-09, however a selection can be made at any of the following grade levels: GS-08, OR GS-09. At the GS-08 grade level, you will progressively acquire the background necessary to perform at the full performance level of GS-09.
Major duties include but is not limited to:
Maintains and updates existing facility as-built drawings to reflect changes made by construction projects, remodels, and renovations
Serves as local expert for all matters related to Computer Aided Drafting (CAD), including the use of Autodesk AutoCAD and Revit programs
Provides Autodesk guidance and assistance to VA Project Engineers / Engineer Technicians and contracted Architects / Engineers (A/E) as construction and facility needs arise
Possess a working knowledge of Autodesk AutoCAD and Revit programs as they relate to construction
Follows drafting requirements include, but are not limited to, adherence to VA layering systems and standards, external referencing of base files, drawing filing and organization, importing and exporting of files, plotting, and construction phasing
Maintains appropriate backup of files and generally be required to manage an extensive AutoCAD network
Uses existing hard copy drawings and conducts engineering surveys of existing conditions to create detailed facility as-built drawings utilizing CAD
Reviews or directs the review of plans, specifications, and analyses of design as submitted by architects and engineers
Directs necessary changes and furnishes assistance as needed and provides oversight and/or project management for construction or maintenance efforts
Manages the CAD drawing library, ensuring that all drawings related to project assignments are maintained in a systematic manner, numerically and chronologically
Maintains all drawings current as changes occur
Makes necessary changes to keep drawings current as remodeling occurs
Assists with orientation of any temporary technician or draftsman when assigned to the Engineering Section
Assists with preparation of reports with all engineering matters
Performs office and field Engineering Technician duties associated with the preparation of technical construction documents and oversight of construction projects
Serves as the Contracting Officer Representative (COR) for multiple projects simultaneously, with the potential for each to be in a different phase
Reviews change order requests from contractors for accuracy and budgetary controls and prepares and submits the modification to Contracting Officer
Manages individual projects with budgets up to $1 million and can manage an aggregate project portfolio with a budget up to $2 million
develops cost estimates, construction drawings in CAD, and specifications for projects using as-built drawings and on-site investigation
Performs duties associated with the development of construction and renovation projects
Prepares detailed cost estimates for competitively bid construction projects and maintenance and repair work
Inspects competitively bid construction and maintenance and repair projects to ensure compliance with drawing and specifications
assists with the surveying and design development of competitively bid construction and maintenance and repair work
Ensures the accuracy of existing as-built drawing, field measurements, VA construction standards and VA construction specifications
Works with general contractor / project stakeholders to resolve problems that arise due to error or differing site conditions
Performs assessments in areas of maintenance and repair or remodeling to help determine the presence of hazardous materials
Demonstrates an extensive practical knowledge of engineering designs, construction methodology, and a comprehensive and in-depth knowledge of related computer application technology
Perform field measurements and gathers engineering data necessary for preparing construction drawings and specifications
Reviews shop drawings and submittals from contactors during construction of new structures or renovation of existing structures for compliance with specifications
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Qualifications
To qualify for this position, applicants must meet time-in-grade & specialized experience requirements within 30 days of the closing date of this announcement, 09/05/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements within 30 days of the closing date of this announcement.
For a GS-08 position you must have served 52 weeks at the GS-07.
For a GS-09 position you must have served 52 weeks at the GS-08.
The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Specialized Experience: Examples of qualifying specialized experience include technical work in: drafting, surveying construction estimating, physical science, mathematics, aerospace, architecture, chemicals, electrical or mechanical systems, mining, petroleum, or nuclear systems.
Experience in a trade or craft may be credited as specialized experience when the work provided intensive knowledge of engineering principles, techniques, methods, and precedents. Examples are trade positions with substantial developmental, test, or design responsibilities such as:
Planner and estimator who analyzed designs for production purposes.
Instrument maker or model maker who performed design or development work on devices fabricated. OR,
Certification: Engineering technicians may be certified by the National Institute for Certification in Engineering Technologies, an organization sponsored by the National Society of Professional Engineers. Certification by the Institute will be helpful as a measure of the technician's quality of experience.

GS-08 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Prepares CAD drawings, layouts and plans for proposed additions, improvements, alterations, modifications, repairs and equipment installations; Prepares the full range of drawings including architectural, civil, mechanical, electrical, structural, utility systems, roadways, parking lots, and landscaping; Prepares prints in quantities required for specific. GS-09 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-08 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Uses Autodesk or Revit program; Experience with construction practices, engineering requirements and architectural design. Oversees and/or serves as a project manager for construction or maintenance efforts; Performs office and field Engineering Technician duties of prepares technical construction documents and oversight of construction projects; Serves as a Contracting Officer Representative (COR) for multiple projects simultaneously. Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have Successfully completed two full years of graduate education or a master's degree directly related to the position that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. Physical Requirements: The work involves moderate physical demands in terms of field work, inspections, investigations, and surveys of facilities. This normally requires long periods of standing, walking, stooping, bending, and climbing. The work is also performed in an office setting doing paperwork, and in conference rooms negotiating the cost proposal submitted by the contractor. In addition, work requires ability to access a variety of areas and spaces to take measurements, obtain data from facilities and equipment, and conduct required inspections. Accuracy and precision are important. Incumbent must be physically able to climb, crawl, walk, stoop, sit, and have good hearing and eyesight. Work sometimes requires extended periods of time at a computer while producing drafted products, conducting research, reviewing design submittals, or writing reports.
