About the Position: Serves as the Chief of the Human Capital and Training Branch for the Center for Army Analysis (CAA). The position is located with the Center for Army Analysis, in Fort Belvoir, Virginia.
Duties
Direct human resources specialists and administrative support personnel to enhance the execution of comprehensive human capital, human resources, and training initiatives supporting agency personnel.
Execute strength management, recruiting, hiring, onboarding, evaluations, awards and recognition, workforce training, safety, and public release of information while ensuring conformity to correct policies and regulations.
Advise senior management officials and division chiefs on a wide variety of key human resources and human capital issues.
Develop studies, analysis, and data to support business cases for change; provides expertise and insights to agency leadership on best business practices.
Oversee that the organization's strategic plan, mission, vision, and values are communicated to the team and integrated into the team's strategies, goals, objectives, work plans, and work products and services.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Employee is required to obtain and maintain a SECRET security clearance.
- Some temporary duty (TDY) is required (less than 10%).
- Supervisory position may be subject to one-year probationary period.

Specialized Experience: One year of specialized experience which includes utilizing web-based HR systems to initiate hiring actions, pay inquiries, promotions, and awards while coordinating with hiring managers and agency leadership; providing customer service for HR needs and collaborate with higher-level HR teams on agency-level actions; developing strategies for recruitment goals, presenting data to senior leaders for informed decision-making, leading functional HR teams, and preparing and tracking individual awards to recognize employee contributions. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).
