The incumbent serves as a Lead Auditor in the Office of the Inspector General (OIG), Office of Audit (OA) under the general direction of a Division Director. The incumbent leads a team of auditors (GS-13 and lower grades) in completing complex evaluations, reviews, and audits of the Social Security Administration's (SSA) programs and operations

Duties

Leads the team in identifying existing data resources, coordinating research areas and reviewing relevant legislation, regulations, SSA policies and other internal and external reports to accomplish project objectives. Develops comprehensive plans to accomplish complex and sensitive projects in accordance with applicable standards, policies, and procedures. Distributes and balances workload among the team members in accordance with work flow, skill level or job specialization, making adjustments in accordance with established priorities to ensure timely completion of assigned tasks. Trains or arranges for the training of team members as needed. Analyzes information gathered to evaluate compliance with program regulations, policies and procedures, to evaluate accomplishment of program goals and to assess the economy and efficiency of operations. Formulates findings by identifying the cause(s) of conditions and developing recommendations to address them. Prepares written reports, memos and other documents to summarize the results of reviews and to present recommendations. Develops special reports as projects progress when significant issues are identified that require immediate corrective action. Liaisons with SSA staff on program and operational issues and negotiates to gain acceptance of findings and the recommendations presented where differing points of view may be strongly held. Leads the team in identifying problem areas and researching and analyzing information that results in new project proposals which have a significant impact on SSA’s operations and/or save Agency funds in its programs and operations. Reviews completed work and written products to ensure that instructions, priorities, deadlines, and quality standards are met. Identifies work products that do not meet established standards, referring unusual situations to the Division Director.

Qualifications

WHO MAY APPLY: Applications will only be accepted from applicants eligible for one of the following categories. HOW TO QUALIFY: Eligible applicants must meet the following qualification requirements. All applicants must meet the 0511 Performance Auditing Series Individual Occupational Requirements: Degree: auditing; or a degree in a related field such as business administration, finance, public administration or accounting. NOTE: Transcripts are required to substantiate education. OR Combination of education and experience: at least 4 years of experience in Performance Auditing, or an equivalent combination of performance auditing experience, college-level education, and training that provided professional auditing knowledge. The applicant's background must also include one of the following: A certificate as a Certified Internal Auditor or a Certified Public Accountant, obtained through written examination; or Completion of the requirements for a degree that included substantial course work in auditing or accounting, e.g., 15 semester hours. Additionally, applicants must have 52 weeks of specialized experience at the GS-13 level, or equivalent, which is in or related to the work of the position to be filled and has equipped applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Such experience must include all of the following: Developing new audit programs to accomplish performance audit objectives. Conducting performance audits of a Federal agency's programs, in accordance with government auditing standards. Developing audit findings and recommendations. Drafting audit reports that comply with government auditing standards. Qualification requirements must be met by the closing date of this announcement. Applicants for promotion must have 52 weeks at GS-13. Time in grade requirement must be met by the closing date of this announcement.
