Duties

Duties include but not limited to: Overseeing, planning, and coordinating comprehensive audits which includes examination of the operations of the Department and its grantees and contractors. Overseeing and guiding the development of comprehensive findings, analyses, reports, and recommendations which are used by Department program officials, States, Congress, and other stakeholders. Providing sound guidance and expert advice to OIG leadership and keeps them informed of new developments impacting oversight of Department program activities. Directing the activities of the staff through subordinate supervisors, some of whom may be geographically located away from the regional office. Providing advice, guidance, and counsel to colleagues and leadership through a variety of mechanisms, such as briefings, memos, workshops, one-on-one and group trainings, strategic planning efforts, ad hoc consultations, and quality assurance reviews. Developing and executing strategic audit plans and implementation improvements, including by engaging with senior officials in HHS and the Administration, Congress, States, private industry, media, and the public. Reviewing OIG Projects proposals and advises executive leadership on recommendations for approval, disapproval or modifications.

Qualifications

Applicants must meet all the qualification requirements, including education, and any selective placement factors described below within 30 days of the closing date of this announcement. A complete transcript showing relevant coursework and degrees must be submitted with your application package. A list of completed courses or incomplete transcripts will not be accepted. Basic Requirements for Financial Auditors Degree: accounting, auditing; or a degree including auditing courses in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. OR Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following: Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement AND GS-15: Applicants must have 1 year of specialized experience equivalent to the next lower grade level in the Federal service which provided the applicant with the knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: (1) Providing supervision, guidance, and council to the subordinate staff; (2) Analyzing data and providing analytical support in response to audits, data requests, and other special requests; (3) Overseeing and leading audits. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Your resume should include the dates of all qualifying experience (from month/year to month/year) and the number of hours worked/volunteered per week.
