This position is located with the Bureau of Indian Affairs, BIA Central Office in Aberdeen, South Dakota, Albuquerque, New Mexico, Anadarko, Oklahoma, Anchorage, Alaska, Billings, Montana, Gallup, New Mexico, Minneapolis, Minnesota, Nashville, Tennessee, Phoenix, Arizona, Portland, Oregon, Sacramento, California, and Tahlequah, Oklahoma. The incumbent will serve as a Budget Officer to the Deputy Bureau Director.
Final salary will be determined by selected duty station.
Duties
As a BUDGET OFFICER, your typical work assignments and/or responsibilities may include, but are not limited to the following:
* Performs a wide variety of administrative and analytical duties connected with the formulation, justification, presentation, execution, and review of a substantial segment of the Bureau to support (OFO) Office of Field Operations and for all twelve (12) regional field offices.
* Develops budget plans and estimates, interprets budget and appropriation law, policies, and recommends alternate sources of program funding.
* Interprets and analyzes appropriations language in support of new or revised program and budgetary special requirements, limitations, and directives.
* Coordinates the preparation and/or execution of the budget and strategic financial program planning activities for the Office/Bureau.

- Will be required to file an OGE-450, Confidential Financial Disclosure Report Form in accordance with 5 CFR Part 2634, Subpart I.
- TELEWORK: Indian Affairs has determined that the duties of the position are suitable for telework and the selectee may be allowed to telework with supervisor approval.
Qualifications
EXPERIENCE AND EDUCATION REQUIREMENTS: (OPM Operating Manual, Qualification Standards ).
GS-13: I have at least one year of specialized experience comparable in scope and responsibility to the next lower level (equivalent to grade GS-12) in the Federal service (obtained in either the public or private sector).This experience must include the following: review, analyze, consolidate and revise budget plans; advise program officials and managers of budgetary actions to be implemented for program needs; perform and direct the monitoring and reporting on the rate of expenditures of funds; work with direct single account funds, multiple-year funds to include prior year obligated and un-obligated balances for cost effectiveness; work on the performance of budget analysis, including formulation, justification, presentation, and execution of the overall budget for the Bureau. (Your resume must support this experience).
EDUCATION: Education is not a qualifying requirement.
GS-14:I have at least one year of specialized experience comparable in scope and responsibility to the next lower level (equivalent to grade GS-13) in the Federal service (obtained in either the public or private sector).This experience must include the following: devising and implementing budget execution; developing operational plans to meet program mission; identifying and correcting issues and discrepancies within budget information; and recommending changes to program policies and procedures to improve effectiveness of operations.
EDUCATION: Education is not a qualifying requirement.
