You will serve as a SENIOR BUDGET OFFICER in the MISSION SUPPORT DIVISION of DDHBAP ASIA PACIFIC CENTER FOR SECURITY STUDIES.
Duties
You will develop, for leadership approval, policy and overall guidelines affecting resources, including analytical duties related to the formulation, management, presentation, defense, and execution of the program budget.
You will serve as the budget official responsible for current and prior year financial execution, liquidation of prior year outstanding obligations, DTS transactions, and inputting obligation data into automation information systems.
You will maintain broad oversight of all aspects of resources and activities, evaluating the effectiveness of different program areas to ensure goals are met and exceeded.
You will advise and assist managers in preparing, documenting, and submitting detailed budget estimates.
You will respond to queries from project managers, Contracting Officer Representatives, private contractors, and others relative to problems, status, and questions involving contracts issued in support of the mission.
You will identify, distribute, and balance workload among team members as needed and adjust the workload in accordance with shifting priorities to ensure timely completion of assigned tasks.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
GS-13: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: independently planning, managing and defining of a comprehensive administrative support program to include financial management and support services management; monitoring obligations, appropriating funds, and validating expenses; developing internal budget policies and procedures; and preparing budget estimates and projections.
GS-14: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: using DoD Program Planning, Budgeting and Execution system and the Program Objective Memorandum (POM) process to direct and facilitate the formulation of complex plans in support of program objectives and using concepts, principles, practices, laws, and regulations of budgeting and/or financing sufficient to manage and analyze multi million dollar mission related programs.
