Vacancies will be filled in the following specialty areas:
Research, Applied Analytics and Statistics; Management and Engagement
The following are the duties of this position at the full working level:
Formulates, coordinates, monitors, evaluates, and reconciles major research program budgets for the Office of Research Applied Analytics & Statistics (RAAS) and where appropriate, coordinates with budget counterparts in National Headquarters and in the Operating Divisions, e.g., allocates financial resources to the operating offices, prepares staffing and other resource reports, and conducts cost and spending studies.
Advises and assists the Director, Office of Research Applied Analytics & Statistics (RAAS) Senior Managers and other managers within the office of RAAS on all financial and/or strategic planning matters affecting the organization.
Serves as liaison to RAAS. Advises RAAS management on the effective use of resources, making program adjustments and evaluating the progress for achieving the spending objectives.
Identifies areas where current program policies are lacking, insufficient, or in conflict with other existing policies. Formulates directives, provides input to the IRM (Internal Revenue Manual) issuances, memoranda, policy statements, and other Office of Research Applied Analytics & Statistics (RAAS) written guidelines pertaining to budget formulation, and financial management.
Serves as a key catalyst in the adoption and implementation of program policies.
Qualifications
Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis.

You must meet the following requirements by the closing date of this announcement:
SPECIALIZED EXPERIENCE: GS 14 LEVEL: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent GS-13 grade level in the Federal service. Specialized experience, for this position includes: Mastery of experience with the budget concepts, practices, methods and structure of appropriations, financial coding structure and relationships among appropriations; Expert experience interpreting, applying and explaining budget instructions, administrative memoranda, and regulatory guidelines from a procedural, technical standpoint; Expert experience in analyzing and relating financial data to work plans, business plans, strategic plans and organizational accomplishments; Expert experience with automated financial systems and experience providing guidance and assistance to other analysts. In addition, at this level your experience should include: Experience making presentations to executives, persuasively and convincingly; Independently managing time, balancing priorities, and working effectively under the pressure of tight timeframes and changing conditions; Expert skills in using computer applications for word processing, spreadsheets, graphics, and communications programs; Expert experience with analytical and problem-solving techniques.
AND
MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks.
AND
TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment.
